we have a supplementary member for north bville thank you Mr speaker thank you honorable house thank you toas Minister for works thank you for smiling thank you to much thank you m centralville thank you ask Mr Speaker Parliament at least Rectify 97.7 result 2019 it's now 5 years old Mr Speaker the ratification by the floor of this honorable house to to to ratify the 97.7 one time play at least blessing at least a ratification of the 97.7 thank you Mr Speaker The Honorable uh Minister honorable Minister for horable Minister you have a point of order right what's your point of order it's like use of the word ratification being black blal is the wrong word to be used this Parliament will exercise its own discretion and I think we need to be clear when we are using such words in this Flor of parliament Parliament excise discretion vote going talk ratification you're implying that like let me wrong I just want to make that clear yeah honorable members order honorable uh Minister I rule your point of order out of order allow the minister to respond to that question normal Minister uh thank you Mr Speaker uh I'd like to thank the uh good member for not bville for raising that uh uh important supplementary question I think the good members a question relates to the the timing uh it relates to the question of when will the ratification actually take place uh have sufficiently brief the parliament last in my last statement but for the benefit of the remember um in the last consultation that took place in Port Mosby in uh last year uh an agreement was uh reached between the two governments which is called the eron agreement in that agreement uh the referendum results supposed to be brought in last year for ratification or in other words for Parliament to make a decision on the referendum result now the issue was that there is no procedure in the standing orders of this Parliament as well as the enabling constitutional provision particular section 342 of the Constitution it doesn't provide the procedure or the process by which that referendum result will be brought in for ratification now we understand the ratification procedure for any treaties such as the international treaties are there but that doesn't apply to a referendum process and that is why uh in the last JSP meeting we resolved to find a way to uh bring or establish or have uh the parliament adopt a an appropriate procedure for that ratification to take place before that the ratification procedure is put in place the referendum result cannot and will not be brought into this Parliament and that is what we are working on I will uh provide a detailed uh statement in my next Minister statement updating on what uh uh the manner of the the sessional order which is the procedure that will be brought in Parliament for adoption for the ratification to actually take place in the next meeting thank you Mr Speaker
