Outer bands from tropical storm Francine are causing widespread flooding in parts of South Texas. According to the National weather service, 2 to 4 inches of rain has fallen with more expected as Francine spins just offshore. A flash flood warning was in effect for southeastern parts of the county through the morning. Francine will remain in the Gulf of Mexico as the storm is forecast to parallel the Texas coast on its way to making landfall in Louisiana sometime tomorrow.
