but sadly we are getting so comfortable in our contempt that it's hard for us to have conversations about anyone or anything and so whether you love a person or hate a person we have to get to a different space uh Mary Ellen Goan once noted that contempt isn't a one-time regretful response to another person it is the expression of a seething doing cauldron of scorn disapproval and disgust toward that person instead of targeting a specific action It Goes For the Kill by attacking the person's very sense of self contempt grows in negativity and feeds off itself until it spews out in Vile and very hurtful ways and I I think that's true uh we're all familiar with the old Legend of you know how do you boil a frog just a a little bit at a time and I think the same thing has happened with our being comfortable with our contempt contempt started as just kind of a little warm simmering thing you know temperature would rise a little bit on social media we'd get a little angry with a colleague or a neighbor but now we're in this fullon boil this cauldron of contempt and we're just way too comfortable and it will put us into that stewing seething angry e plebus Duo and that kind of division doesn't help anybody but if we get so comfortable in that space it becomes much harder to get out of that space where like the Frog if we were thrown into a pot of boiling water we would immediately jump out reactionary but because we have warmed this thing up so casually and so gradually that I think a lot of us don't even recognize that we're boiling because that's become the culture that's become the norm and so if we are comfortable stewing in that cauldron of contempt things that we would never say to someone face to face pretty easy to spew that stuff online demonizing and dehumanizing those we disagree with through our own manufactured seething and Scorn and disgust it may help you sleep better at night maybe show up for church on Sunday with the smile on your face that you're in the right because your cause is just no remorse no regret no curiosity by the way either contempt always keeps us a safe distance from another's humanity and from our own I would add so it's of our own making the stew that we swim in is ours there's no one to point a finger at there's no blame to place anywhere but it's what am I doing how am I responding I often refer to Richard Nixon who knew a few things about contempt but he talked about it in this way as he left the White House he said always remember Others May hate you but those who hate you don't win unless you hate where at 75° KSL's top story State lawmakers parked their cars up on Capital Hill we're about an hour away from a special session of the legislature as it gets underway a look at what's making this one day session so special team coverage begins with KSL News radio's Amy cobab live on Capitol Hill Jeff the governor called this special session to go over several issues one of the biggest is the future of of a Coal Power Plant in Delta the legislature already passed a bill on the plant during the regular session and now they're returning to the issue as the future of the plant is uncertain most of the plant's power actually goes to California but there's new regulatory rules in California requiring more clean energy so the plant was planning to shut down that was before Utah lawmakers passed a bill requiring that it sell to the state to keep going reporting live Amy cobab KSL News radio and lawmakers will r visit a state sovereignty bill that they say allows youah to opt out of new federal 9 Title 9 Protections in schools KSL TV's Lindsay SS continues our team coverage so essentially What's Happening Here is the federal government has come down with rules to expand title n protections for transgender students so title n protections say you can't discriminate based on sex well the federal government wants to add gender identity language to that so you can't uh discriminate based on if a student identifies with a certain gender right so this would be in direct conflict with Utah laws that dictate uh that girls must use girlss bathrooms and boys use boys bathrooms and likewise with sports lawmakers will be voting to require state employees including teachers and School staff to follow Utah's laws not the federal ones remember last month the state auditor said 12,000 people made complaints about people using the wrong bathroom rooms John dougall's office found five of those complaints serious four have been investigated and the auditor's conclusion some state agencies have been slow to get with the program and comply with the new law which restricts people in government buildings to restrooms that match the gender on their birth certificates Russian president Russian President Vladimir Putin is in North Korea where he received a warm welcome from North Korea's leader Kim Jong-un Britt Johnson is live at the KSL national news desk Jeff Russian State media reports that Russia and North Korea signed a mutual assistance agreement today ABC's brick clenet is reporting from Hong Kong it's widely believed that Putin is seeking more weapon support for his War efforts in exchange for food Fuel and military aid the agreement pledges to assist each other if either faces aggression tropical storm Alberto becomes the first named storm of hurricane season as it heads for Texas some areas are bracing for almost a foot of rain the Midwest and East Coast are experiencing extreme heat and humidity some places have closed their cooling centers due to the holiday forcing those who rely on them to find other places to seek relief thousands who live in Southern New Mexico don't know if their homes are still standing as two wildfires grow in extreme heat Paul adamanian family had to evacuate so we uh began preparing packed the cars we're ready to go New Mexico as issued a state of emergency at least one person has been killed live from the KSL national news desk Britt Johnson KSL News radio two more Utah fire crews are heading out to fight two huge wildfires in New Mexico Utah based fire Crews Logan Hot Shots and Lone Peak Hot Shots are expected to arrive today to join another Utah crew that has already been in New Mexico Wade Snider for Utah Division of Forestry fire and state lands say no one fire agency can take on an incident like this on their own and when things like this happen in a geographical area usually the fire managers in that area will request resources from outside of the geographical area Snider says the incident in New Mexico is a preparedness level three meaning they will need additional outside resources the fires already burn thousands of acres in hundreds of homes and new fires start every day H Sanchez KSL News radio a handful of wildfires have kicked up here in Utah over the last couple days the big draw fire it's in duain County it's burned 450 acres plus it's 10% contained the little twist fire just outside Beaver has burned about 23 2300 Acres since last week firefighters are making progress though it is also 10% contained in southern Utah the suspect accused of shooting and killing two people in the city of Washington has surrendered to police after hours of negotiations uh police have been looking for Mia Bailey all night soon as the sun came up they they got tips about the 28-year-old's whereabouts Lieutenant Corey clot says they got calls spotting the 28-year-old we're starting getting calls all over the county um in reference to the vehicle and possible sightings of Mia so our our citizens did great the the response from the citizens was amazing to to get us that quick of a of a profile Lieutenant Corey clots neighborhoods in St George had of them here but according to some new data even fewer than last year the chemy Gardner policy Institute has released a study on the fertility rate and joining us live the studies author senior demographer Emily Harris thanks for joining us yeah thank you for having me so Utah's fertility rate has been declining for a while hasn't it yeah Utah's fertility rate's been declining for about 14 years now really since the Great Recession so for us it's not really um a new piece of information that Utah's fertility rate declined again in 2022 by how much it declined by about three and a half% which is actually the fourth fastest decline Across the Nation so would you say that the decline is accelerating now in the state of Utah um I wouldn't say that it's accelerating um but it's definitely been consistent and we've been keeping our eye on it for a while now okay when you break it down by age uh is this uniform across all age groups of women that they're having fewer babies or is there one group that stands out yeah so typically what we've been seeing over the last decade or so is that women in the younger ages are having sharper declines in fertility and in this year in particular women in the ages 20 to 24 um experienced a very sharp decline in their fertility rate in this study you uh gathered the data do you ask the question why or is that not part of this we do not and that is the question that everybody has um and so there really needs to be more research and study done on uh people's fertility choices at this point in time so how does Utah compare to the National numbers Coast to Coast yeah so Utah has the fourth highest fertility rate in the nation um they're right behind um South Dakota Nebraska and Alaska so Utah is really high up there and still much higher than the national total fertility rate at any point were we first oh yeah we were first for basic basically most have recorded history over the last 50 years until 2016 and then so 2016 is when Utah's fertility really started to cl to decline sharply and we've been experiencing that sharp decline since then I appreciate the information senior demographer from the chemy Garder policy typical for this time of day to see some slowdowns at the South interchange also looking at delays if drivers are headed westbound I80 this is right about 5600 West some pretty sizeable delays right South in Murray at this point now for drivers that are on I80 making their way westbound headed toward TOA still seeing those Lane restrictions slowing traffic down right about 5600 South and also for drivers in Utah County looking pretty good on I15 but we do have some slow downs on 21 North in Lehigh Steve northbound 15 looking good with an uptick in traffic right now up in Davis County from Roy Police Department says they were able to find her after multiple residents called in saying they spotted her as soon as we got the call and and our officers were on scene we were able to locate where she was at she hunkered down to to the area by that wall and that's where we started our our negotiation tactics and we're able to get things rolling in that direction negotiations lasted several hours and she is currently in police custody facing multiple charges the search actually began last night around 700 p.m. when police responded to a call of shots fired at a home in the city of afternoon Louisiana's governor quickly signed a bill into law this afternoon Louisiana becomes the first date to require the Ten Commandments displayed in every public school classroom joining me live KSL legal analyst Greg scoris Greg thanks for joining us listen even if you're a big fan of the Ten Commandments wasn't there something about the separation of church and state they taught us in school is this legal probably not Jeff and what we we learned in school is what you just described which is The Establishment Clause of the United States Constitution which provides that Congress can quote make no law respecting an establishment of religion and this is clearly a law respecting an establishment of religion at least in my opinion now I guess some legal analysts and others from Louisiana felt that this would pass a constitutional scrutiny but I think it's squarely a a and a problem place with respect to the United States Constitution okay I don't know if you're familiar with the ins and outs of what Louisiana did after all they voted passed and the governor signed this measure quick quick quick but uh they say every public school classroom has to have the 10 commandments displayed are there any exceptions in this law it doesn't say that it says that they are now required to display the Ten Commandments in all classrooms so there are some additions that they can also uh for example put the magnet card and a couple of other things but the Ten Commandments are required to be in every classroom and from what I'm reading of the law it there doesn't seem to be an exception to that this is really a problem Jeff I I just I know Utah's tried to do such a thing but the legislature here recognized that there were some constitutional constitutional problems with that yeah remind us how did that go these measures come up and they realize they're just going to spend a lot of money fighting lawsuits that's right and so laws like this have been proposed in States like Utah Texas Oklahoma but they just can't get through the legislature or the governor different states have different uh uh things that have happened that have stopped those laws from going into effect Utah being one of those but it was signed today by the Louisiana governor and so it is the law of the land there at least until someone challenges it and and prevails yeah what's the live ABC News technology reporter Mike deusi so this company Fisker I'm trying to think if I've ever seen a Fisker on the roads I haven't uh I would say it would probably be pretty rare if you would have seen a Fisker because they've only been on sale for a few months this company only makes one vehicle it's an electric SUV called the ocean and it was kind of designed to challenge Tesla specifically their model 3 which is their smaller SUV that vehicle the model y was actually the bestselling car by some measures in the entire world last year so FIS are really going after the heart of the market here again it's a startup automaker it didn't really work out for them this week they they're filing for chapter 11 bankruptcy they're restructuring their debt and they're selling off their assets but here's where the sort of strangeness starts to enter the picture Fisker doesn't actually make the ocean they contracted the manufacturing of this vehicle out to a separate company called Magna where they build it in Austria and then import it back to the United States so it's unclear what Fisker would actually be selling here because they don't have a factory so I guess they would sell some office space or perhaps branding car maker well it sounds like around their future there's something ironic about the tech reporter's phone not getting through to us oh I'm sorry it's all right Mike it happens a few dropouts there but the point is Fisker is basically a company that takes a badge that says Fisker sticks it onto some vehicles and then sells them in the US or they did and now they won't yeah yeah and the vehicle that they did s and and the pieces of it that they were responsible for namely the software was seemingly the issue here the company faced numerous investigations from federal officials over things like the regenerative braking system in this vehicle not working and actually allowing the car to roll when drivers didn't really expect it to happen that's obviously a big concern for Regulators in addition uh had a number of software issues even in some cases people found themselves trapped in their yeah this is getting funny it's really it's negotiation Lieutenant Corey clz with the Washington City Police Department says multiple agencies responded to the area before Mia Bailey surrendered we did get a sighting of her by the wall That's over there that that you've seen um and at that point we we started our our negotiations tactics with it with with Mia um she was was down by a bush and so through the work of of St George negotiations and our multiple agencies on scene of of surrounding talking trying to get the best outcome for Mia and our community so that we can keep everybody safe um we were able to talk her from leaving the gun where she was at the gun was clearly visible to us um and so it was our constant discussion of hey let's let's work through this we can move move on and and we'll get through this today um Mia complied with what we were asking set the gun down um was able to get up and and walk over to our officers that that were able to take her into custody um so at this point um she has been placed under arrest um multiple charges will be coming um those at this point we'll you'll figure those out when we when we charge her um we have multiple um obviously double homicide will be the two main ones um and so so at this point all public safety alerts have been lifted KSL TV's Cara Bracken is down in Washington talking with Neighbors in the area where the double homicide happened Neighbors in the area they tell me that the shooter did not just shoot anyone but they do say that it was her parents now again we are hearing that from Neighbors in this area that were right out here where that shooting happened they say that there were multiple people who lived inside the home we're talking a mom a dad a brother and his wife all living there there was already um volatility and and bad vibes going with within the family Richard zavetti was home when the shooting happened he says the suspect Mia Bailey had in the last several months been living at home with her parents before conflicting views of gender expression came to the Forefront several neighbors we spoke with pointed to that conflict inside the home sovich says Bailey's brother and his wife were also home when the special team coverage begins with KSL News radio's Amy cobab live on Capitol Hill Amy Jeff they are moving very quickly there are six bills on on the agenda today all identified by the governor last week as needing work one of the biggest issues was actually a bill passed during the regular session it has to do with the future of a Coal Power Plant in Delta Utah most of that plant's power goes to California but there's new regulatory rules in California requiring more clean energy so the plant was planning to shut down before Utah lawmakers passed the bill requiring that it sell to the state to keep it going house Speaker Mike Schultz says this is all about protecting Utah's Energy Future we are in a crisis mode as far as energy production goes all across the nation uh we do not have enough energy production power production to meet the needs of our growing economy and our uh this the citizens the house is now discussing this bill that would adjust the rules around the cell of that plant reporting live at the capital Amy cobab KSL News radio thanks Amy lawmakers will revisit a state sovereignty bill that they say allows Utah to opt out of new federal Title 9 Protections in schools KSL TV's Lindsay SS continues our team coverage so essentially What's Happening Here is the federal government has come down with rules to expand title n protections for transgender students so title n protections say you can't discriminate based on sex well the federal government wants to add gender identity language to that so you can't uh discriminate based on if a student identifies with a certain gender right so this would be in direct conflict with Utah laws that dictate uh that girls must use girls bathrooms and boys use boys' bathrooms and likewise with sports lawmakers will vote to require state employees including teachers and School staff to follow Utah's laws when they conflict with federal law in the house chamber you can hear chanting more than 200 demonstrators the vehicle and possible sightings of Mia so our our citizens did great the the response from the citizens was amazing to to get us that quick of a of a police in the city of Washington have been looking for Mia Bailey all night that was Lieutenant Corey clots neighborhoods in St George had to shelter in place early this morning but Mia Bailey is behind bars and the all clear has been given criminal charges have been filed against four men involved in the Salt Lake City nightclub called The New Yorker two of the men were charged with money laundering another was charged with drug possession with intent to distribute last summer police responded to multiple violent incidents outside the club on Main Street including a fatal shooting Louisiana classrooms will now be required to display the Ten Commandments under a new law signed by Louisiana governor Jeff Landry The Ten Commandments must be displayed in Public School classrooms Statewide the first in the nation law was drafted by Republican legislators and mandates that a posterized Ten Commandments display in quote large easily readable font will be required in all public classrooms from kindergarten to the university level upon opponents question the Law's constitutionality warning that lawsuits are likely to follow but supporters say the purpose of the measure is not only religious but that it has historical significance Derek Dennis ABC News KSL legal analyst Greg scores says it doesn't look like there are any exceptions in this Louisiana law there are some additions that they can also uh for homicide in Washington County last night police had to negotiate with this woman through the morning police have identified the suspect as 28-year-old Mia Bailey Lieutenant Cory clz with the Washington City Police Department says they were able to find her after multiple residents called in saying they spotted her as soon as we got the call and and our officers were on scene we were able to locate where she was at she hunkered down to to the area by that wall and that's where we started our our negotiation tactics and we're able to get things rolling in that direction negotiations lasted several hours and she is currently in police custody facing multiple charges the search actually began last night around 7:00 p.m. when police responded to a call of shots fired at a home in the city of Washington when police arrived on scene they found two adults shot and killed inside of the home Alexandria Bonia KSL News radio Bob Dalton lives in the neighborhood where this happened he greatest natural resources is babies we make a lot of them but according to some new data even fewer of them last year the kemy Gardner policy institutes released a study about the fertility rate the study's author senior demographer Emily Harris joined me live earlier she said that Utah's fertility rate has now been declining for 14 straight years really since the Great Recession so for us it's not really um a new piece of information that Utah's fertility rate declined again in 2022 by how much it declined by about three and a half percent which was actually the fourth fastest decline Across the Nation so would you say that the decline is accelerating now in the state of Utah um I wouldn't say that it's accelerating um but it's definitely been consistent and we've been keeping our eye on it for a while now okay when you break it down by age uh is this uniform across all age groups of women that they're having fewer babies or is there one group that stands out yeah so typically what we've been seeing over the last decade or so is that women in the younger ages are having sharper declines in fertility and in this year particular women in the ages 20 to 24 um experienced a very sharp decline in their fertility rate in this study you uh gathered the data do you ask the question why or is that not part of this we do not and that is the question that everybody has um and so there really needs to be more research and study done on uh people's fertility choices at this point in time so how does Utah compare to the National numbers Coast to Coast yeah so Utah has the fourth highest fertility rate in the nation um they're right behind um South Dakota Nebraska and Alaska so Utah is really high up there and still much higher than the national total fertility ratees at any point were we first oh yeah we were first for basically most of recorded history over the last 50 years until 2016 and then so 2016 is when Utah's fertility really started to cl to decline this afternoon Louisiana becoming the first state to require the Ten Commandments displayed in every public school classroom KSL legal analyst Greg scoris joined us and I asked him is this legal probably not Jeff and what we learned in school is what you just described which is The Establishment Clause of the United States Constitution which provides that Congress can quote make no law respecting an establishment of religion and this is clearly a law respecting an establishment of religion at least in my opinion now I guess some legal analysts and others from Louisiana felt that this would pass a constitutional a scrutiny but I think it's squarely a in a problem place with respect to the United States Constitution okay I don't know if you're familiar with the ins and outs of what Louisiana did after all they voted passed and the governor signed this measure quick quick quick but uh they say every public school classroom has to have the Ten Commandments displayed are there any exceptions in this law it doesn't say that it says that they are now required to display the Ten Commandments in all classrooms so uh there are some additions that they can also uh for example put the magnet card and a couple of other things but the Ten Commandments are required to be in every classroom and from what I'm reading of the law it there doesn't seem to be an exception to that Greg the west belt right now which appears to be closed joining us live Lieutenant Cameron Rhoden from uhp thanks for joining us so I'm watching video from the scene and it looks like traffic has reverse direction do I have that right yes they are turning traffic around uh sending them back up to 47 South uh where they will be forced to exit all southbound traffic on 215 West will be diverted off uh to 247 South why they work on this scene at this point we know of a box truck that caught fire luckily no one's inside so there's no injuries but they do have all Lanes closed for they they think there could be some Hazmat inside the vehicle they are having Hazmat crw respond to check that we don't know that there's going to be any further issues with that they just want to make sure that they check that out uh before they really proceed in with anything else uh but there is also some fluids across the road that they they'll need to clean up before traffic is able to to be able to drive over over that area again okay we'll get to the reversing traffic in just a moment but uh how long is this going to take to clean up um unknown at this point I don't know have any estimates uh I would anticipate at least more than an hour or or to two hours as they have the Hazmat Cruise inspect what's what's going on inside the vehicle well that's a powerful argument for turning around which you don't often see on a major interstate so how do you accomplish this is is traffic blocked further back so people can safely go in reverse uh yes yeah we have everything shut off southbound at 47 South so there is no more southbound traffic uh approaching the scene and then everybody stuck between that 47th South structure uh towards Redwood Road they'll turn the rear vehicles around first sending them back off the on-ramp and uh just work slowly work their way down how long is that backup I mean I'm probably looking at a quarter mile but that's just in the TV shot do you know how far back it goes um I would imagine it's been probably over 30 minutes now so I would imagine that the backup is further than that it may be pretty substantial okay and everybody's going to have to reverse it because it's going to take a while to clean this up let tenant anything else we need to know yeah if we can get people to plan ahead just knowing that that area is going to be affected if they can take other routes to avoid congestion there uh just use caution and as you're uh approaching that area just knowing that you will be uh forced to get off the roadway now thanks for coming on the air tense negotiation 28-year-old Mia Bailey is accused of shooting and killing two people in a home in Washington City Lieutenant Corey clots with the Washington City Police Department says she was found almost 12 hours later in St George the gun was recovered right where she was at and she did put that down based on her negotiation tactics and so um I don't know what was recovered under the search as we're trying to mitigate the whole whole crime scene areas and in multiple areas throughout the county police say they got multiple calls with her possible location before she hunkered down near a that I HED they could have a peaceful resolve I honestly didn't know if any was going to be any shooting maybe some bullets coming our way I was a little bit frightened about that to be honest with 74-year-old cash County woman is facing 23 felony charges She's accused of child sex abuse of several relatives and this goes back about 50 years Ruth worthin was booked Into Cash County jail yesterday there was a year-long investigation in the probable cause statement investigators asked for her to be held without bail because of the potential that there could be more victims in surrendered to police late this morning after hours of negotiation Lieutenant Corey clots with the Washington Police Department says multiple agencies responded to the area before Mia Bailey surrendered we did get a sighting of by the wall that's over there that that you've seen um and at that point we we started our our negotiations tactics with it with with Mia um she was was down by a bush and so through the work of of St George negotiations and our multiple agencies on scene of of surrounding talking trying to get the best outcome for Mia and our community so that we can keep everybody safe um we were able to talk her from leaving the gun where she was at the gun was clearly visible to us um and so it was our constant discussion of hey let's let's work through this we can move move on and and we'll get through this today um Mia complied with what we were asking set the gun down um was able to get up and and walk over to our officers that that were able to take her into custody um so at this point um she has been placed under arrest um multiple charges will be coming um those at this point we'll you'll figure those out when we when we charge her um we have multiple um obviously double homicide will be the two main ones um and so at this point all public safety alerts have been lifted KSL TV by the way that's Lieutenant Corey clots from Washington police KSL TV's Cara Bracken is down in Washington talking with Neighbors in the area where the shooting happen Neighbors in the area they tell me that the shooter did not just shoot anyone but they do say that it was her parents now again we are hearing that from Neighbors in this area that were right out here where that shooting happened they say that there were multiple people who lived inside the home we're talking a mom a dad a brother and his wife all living there there was already um volatility and and bad vibes going with within the family Richard zavetti was home when the shooting happened he says
