general election held today we'll soon be verifying and accounting all ballot papers to identify the winning candidate to become the Member of Parliament for this constituency so my name is Barry KH and I've been appointed as the deputy acting returning officer for this constituency on behalf of Richard Clinton the returning officer as some further introductions if candidates agents or guests uh have any general queries about tonight's proceedings they should either initially speak to me or one of these three people who will wave as I say their names it says here so Ben nus there we go worth a wait Sandra huller behind the screen thank you Sandra Stuart Carlton there we go thank you and then we've also got uh Vanessa as well with regards to any press queries so these will be my fellow Deputy returning officers or senior officers who will assist in ensuring that the count today runs smoothly uh as it can do and answer any questions this is obviously an exciting evening with much political and media interest as you can see there's a high level of media attendance this evening the media are asked to respect the proceedings taking place as we need to follow the legal process of conducting the count similarly candidates their agents and guests are expected to respect the media as their presence helps to tell the story of this election and voters can see the Democratic process in counting the votes however for the next few hours the most important people in this room are the counters we need to make sure that they're respected they've got space to be able to do their roles uh and they're not pressurized into making any mistakes so I'm going to now outline the key steps for tonight's proceedings so it's a two-stage process the first stage is verification and that's basically the stage where we work out the voter turnout so we'll determine how many votes are in this room so we'll verify the number of ballot papers commencing at 10 p.m. you will see we have divided the main count into eight teams with a set allocation of ballot boxes for each team list of those allocations have been provided on the around the room and on the table there we've got 119 ballet boxes and we have over uh 80 polling venues so all those ballet boxes will become distributed into those tables and those teams and when the supervisors open up those bullet boxes They will announce where those bullet boxes are from and we'll start by verifying the postal votes which have been received by post these have already had their antifraud checks conducted on the as required postal votes that have been received at polling stations today will have their antifraud checks conducted after they are received back from the polling stations prior to them being included in the verification bullet boxes will start to arrive from the polling stations shortly after 10 p.m. when each of the eight teams have completed the verification stage they will move on to the counting of votes within that team we'll announce when this happens for each team so that you're aware of what stage each team is at when when we have reached a total verification figure and turnout for the whole constituency we will then announce those figures so that's the verification stage stage two is then the counting of votes due to the fact that this constituency has I believe the most candidates in the United Kingdom therefore has the longest ballot paper in the country the count will be conducted in two stages uh within each team firstly they'll be the splitting of the ballot papers into two piles one for the first seven candidates of the ballot paper and one for the remaining six candidates under the ballot paper once that initial sortation is done the teams will then work further to count the votes for the individual candidates any doubtful papers will be placed in craze ready for adjudication by myself or by one of my appointed deputies we will announce when this is to take place to allow each candidate and their agent to observe the process and we'll be doing that at the back of this room once we have a provisional result once we've done all the count we will share that with the relevant candidates and their election agents we will announce when we're ready to do that and then hopefully if that's agreed soon we'll be in a position to formally declare the results further information about the evening proceedings have been provided to you in the count guide sent in advance of to all those attending so a little bit of housekeeping to begin with so toilets hopefully you know they are but they're located to where I'm pointing to at the moment and we have disabled toilets towards the candidates entrances Refreshments are available to die at the vending machine at the foyer and outside at the mobile van throughout tonight's proceedings for our counting staff there's courtesy refreshment and food provided in the gym area you can't obviously those kind of food uh on the count floor we are not expecting a fire alarm this evening so should the fire alarm sound please make your way calmly through the fire escapes which are located where I'm pointed to now and at the back of the room and obviously the entrances when you came in and finally before we get get started can I remind you all that the purpose of attendance at this evening unless you do the accounting is to observe the proceedings everyone in attendance this evening is bound by the secret secrecy provisions of the law copies of which have been sent to the people in advance and copies are available around the room so nobody should be filming the ballet papers as they coming out anyone who seen taking photos or videos of the count process who have not previously sought permission to do so will be approach and either asked to stop doing it or be as to leave our social media policy has been distributed to all in attendance in advance please avoid using mobile phones or electronic devices in the count room there's adequate space in the cafe area or outside to take phone calls shouldn't have to say this and I'm sure it's not going to be relevant today but any disruptive behavior will not be tolerated within this C Hall and people will be asked to leave and when I say ask to leave they'll be forced to go and finally whil the councils are working please do not ATT to place anything on the counting tables we'd appreciate a level of calm and quiet around the counsel to help them concentrate try to keep a certain level of distance from the counters as crowding can be intimidating equally it's important that candidates and agents can observe the count and that the couns are allowed to do their jobs professionally so I hopefully have time this just right so it country but in terms of like radical things they can do probably not and any hopes for the past little bit of I hope they everyone always says oh we want to do something on planning and build more houses and I think that's that is a big thing you know my homes are far too high to people got I think you know if they can try and do something write down your name if you just put like your gide and really I think coming into this you know everyone was kind of expecting some kind of Labor Victory the extent to which we didn't really know kind of going into the the election um I mean personally I live in the wild swing seat um so I'm interested to see how things play out for me locally but I mean at a national level I don't see any kind of surprises in the the overall outcome um obviously you know what happens next in terms of you know major Poli the announcements whether it's collaboration between the parties how going our local level is another issue but big picture stuff it's as expected for the most part and you say you're feeling optimistic ptic realistic it's hard to say at this stage right I think you know regardless of your political affiliation I think there's probably been a kind of a sense of discontent and frustration you know if you're if you're on the right side of things you probably want things to potentially go further the conservatives kind of split with their reform vote you know and obviously kind of centering to the left of that you know if you voting tactically or whatever get the conservatives out I think um you know for the new government that's coming in the initial few months is going to be really important can they hit the ground running can they kind of appeal to the voter base that they but they promised um and you know is there going to be a sense of real change for people that have voted for it essentially hi this tomorrow morning of big moment for the UK it's it's it's probably likely for many people to feel that way you know you know they see a change of name in terms of the the party that are leading them the proof is in the pudding right you know bills have got to be passed policies have got to change there's got to be you know a different sense of attitude in terms of how the government is going to approach things um in terms you know until that kind of changes deliv at a real tangible level and people feel a sense of difference in their lives I don't think you make that sense it's too early to school um but there'll certainly be many people waking up tomorrow morning who are going to feel that there's a difference cuz I guess there were doubts that it would actually happen people might not vote when they're told there's a landslide and kind of then think that's what will happen and we don't need to vote then so yeah that's good and does it feel like a significant day P will tomorrow morning be an important one I hope so I mean I think there's a lot of work to do and I think if the labor well the labor Landslide when they come in will have to hold them to account on the things that they' promised to do and probably get them to do more on climate change on immigration you could just give us your
