FedEx truck here may have kind of jacknifed on these roadways and only one lane is open so it it almost looks like they're using the shoulder to get around so very slow that's 95 southbound near the exit for the airport and you can see that red here on the map because of it some people trying to divert over and use 17 instead really if you can please try to minimize your driving today because those roads are just basically there's so much water on them hydroplaning your risk for hydroplaning is very high at this point 295 southbound the ramp there at us 17 look out for a possible Lane blocked by uh a crash as well now all of the bridges around Jacksonville are open as well as the bridges in St John's County Nassau Sydney laner uh the causeway all of the bridges in our area are open we're watching them closely but my big concern with them is more the winds and how you can really kind of slide around as you are going across some of these Bridges so please be cautious out there today again hydrop planing a very big risk thanks for that Katie we want to head out to Lake City right now where they are experiencing tropical storm strength winds we have a team of reporters covering all angles of this storm and again now to Lake City we're going to um get out there to Drew cosr he is standing by with a look of things in that area the rain is really coming down it appears at this hour yeah that's right Keith I'm here on I 10 East and on our way to this location we actually we had to pull off just because when we were driving the rain was so strong that we couldn't see that well but when we were coming to this location we actually saw three times on our way here Cruise chopping down trees taking debris off the street and we even saw a whole semi Tru that looked like it had skirted off the street and you know as we're here the wind just keeps picking up um you know I'm trying to talk over the wind and the rain but it just continues to intensify and you know as we've been hitting on all day it's just like you got to be careful on these roads because it could be just so easy to hydro plane so if you don't have to do not get on the road because I'll be honest it's getting dangerous out here but that's all I have for you right now we'll keep you updated as we have all day I'm Drew cosg First Coast news on your side thank you drew and speaking of the Lake City area I wanted to let you know we did get an email in that there is a special need shelter that is going to be opening so for those who maybe are worried about power and they're on oxygen you can go to Westside Elementary School that's at 1956 Southwest County Road 252b if that's something that you are in need of Westside Elementary School in Lake City they are opening up a special need shelter earlier today we heard from Governor Ronda santis he spoke just after Debbie made landfall we know as a category one storm here in the State of Florida he didn't mention power outages as expected and he stressed the importance of staying off the roads and protecting yourself and your families he noted the state has been approved for federal Disaster Assistance and mentioned that the resources available should the state need it we've also have on on hand for this storm Statewide uh 11 million bottles of water almost 3 million shelf stable meals uh we do not anticipate uh needing to to put put a major major dent in that uh at this time uh but we will be ready uh if those circumstances change meanwhile the executive director of the Florida Division of Emergency Management spoke on Lessons Learned From H hurricanes Ian and aalum when it comes to flood prevention measures at substations and hospitals across the state as of right now the substations where we have installed stuff with Florida Power and Light and a couple of other locations no issues whatsoever on those substations uh the places where we have put out at hospitals no issues of flood inundation into the hospitals so these are again we learned this over idalia and Ian these are best practices so we told you a moment ago about a Lake City shelter that's opening but the city of Jacksonville is also opening three Emergency Shelters city leaders made the decision to open them due to the risk of flooding and high winds so here are the locations there is a general population shelter at lavilla School of the Arts people who need special Assistance or they have medical needs or pets you can go to Landmark Middle School or the legend center now early voting was supposed to start today in Duvall County for Florida's primary election but it was pushed back this is due to the storm now early voting is set to start on Wednesday and in anticipation of hurricane Debbie the Jags closed today's practice to fans they still plan on practicing as scheduled but there are only three open Camp dates remaining August 7th 8th and 12th and you can register for those practices at jaguars.com we have an update for you on school closure in Southeast Georgia this morning so students in Charlton and Pierce counties they were set to begin their school year today but due to the impacts of hurricane Debbie both school districts have announced they will be closed today and Tuesday so the first day back for those students is now set for Wednesday that's August 7th the districts say that they will provide any updates if necessary and of course we'll bring it to you right here on First Coast News and we are on your side with updates on trash pickup schedules on the First Coast if you live in Duvall County today you can plan for normal trash pickup Public Works officials say they will monitor the storm to see if Tuesday's pickup will be moved to Wednesday in clay and alacha counties today trash and recycling pickups as well as new garbage can deliveries will be suspended as of now services are set to resume on Tuesday depending on storm damage now right now we have an article on our website it's very helpful it has all of the closures for you in our area it's on firstcoastnews.com all the cancellations now that information is also available on the first skills news emergencies right now we know that Georgia Governor Brian km has issued a state of emergency ahead of Debbie and the storm is expected impact South Central Georgia as well as Southeast Coastal Georgia Governor Ronda Sant has already issued a state of emergency for Florida all right let's take a look at the latest on our storm system as of 8:00 still a hurricane we're waiting for the next update but the big thing right now this is not over yet even after it came on Shore we still have this big swath of convection out ahead of it these bands that are pushing on through and uh just recently we had a wind gust and my own stopping grounds used to be stationed there NES Jack's working in the tower where they're recording those winds 58 miles per hour 52 at the airport and the key thing you can see right here though is the fact that those winds are coming in from the south these are cross winds coming across the airport at NES jacks and at Jack international that's important because Crosswinds are not great for taking off and landing at the airport thus expect delays in cancellations at the airport you do not want to be taking off or Landing in those winds right there looking at the broader picture this is we're talking about we're talking about banding with these storms pushing on through there's a band right here moving towards north and east of course another band right in there as well and overall you're going to continue to see these kick on buys it slowly tracks towards north and east within those bands you'll get those gust your conditions so maybe the winds will back off a bit you get a band the winds pick up then it backs off and then the winds pick up again with the next band as it pushes on through as it slowly pushes by our area so our entire area still under a tropical storm warning at this time now that doesn't mean we're going to see destructive winds but it does mean you know be smart about it head if you're heading outside be careful try to stay indoors if you can and be aware of that potential for some power outages I mean winds upward over 50 mes hour can start to knock down trees and things like that so something we're going to be watching out for not to mention something we're also continuing to monitor is that potential for these heavy areas of rainfall over the course of the next few days thank you Robert and we will keep you updated trying to push through all the water and you can just see how much water there really is in terms of the L of the height of it on the tires we have businesses with sandbags in front of the doors and many businesses here who didn't even bother opening because they don't want people to drive so if you do have to drive to be extremely cautious of water on the roads here in San Marco and Riverside reporting on Jacksonville CLA Alfrey First Coast News on your side Claire thank you well right now flights at the Jacksonville International Airport are being impacted now the number keeps increasing at this time Flight Aware says there are 65 canceled flights out of Jacksonville so far and nine delays we are experiencing tropical storm force winds in some areas so it's kind of what's to be expected but in a post on social media the airport says it will remain open as long as Airlines continue to operate so you are urged to check your your flight status before you travel to the airport and this morning we continue to take a look at Debbie's impacts on both Northeast Florida and SouthEast Georgia glint County preparing right now for what could be historic flooding in some parts of that County let's get out to on your sides Jessica Clark she joins us live from Brunswick so Jess you've been out there I mean basically since last night kind of watching it start to pick up what are you seeing there especially with the it looks like Marina behind you okay so yes you mentioned the businesses in downtown and uh since we've been on the air more folks have come in to put more sandbags up against uh their doorways uh to block the any possible flood water from coming in we have come over to the Brunswick Landing Marina which is just oh maybe a two-minute drive and this is a marina that is chock full it is at capacity or maybe a little over capacity with all the boats that are seeking um a safe harbor here so let me show you look at all of these boats here 17 different peers and docks and it is completely full of boats here uh at the Brunswick Landing Marina and I'm told that some of these folks have been here for 15 years some of them have been here for a day you know trying to get out of the path of the storm it is raining we actually have found a dock with a roof on it which is a perfect place for us to be right now to be able to show you what's going on outside but also to be protected from the elements I want to show you also if you can see that all the way down there it may not look like the boats are rocking that much you go well that's not bad right well just remember we're not on the boats and remember those are big boats and so if you are on the boats they could still be quite Rocky even though it may not look like it from afar also there's a wind generator at the very far end that spins spins and Spins when it gets a good amount of wind behind it and it has been kicking up quite a bit you can see it's not spinning too quickly right now but boy when there are gusts it just kicks in high gear generating power for that particular boat so we're watching things here in Brunswick flooding is anticipated because this is such a lowly Area 14 FT elevation 14t that's it so why watching things here and also watching as this storm comes in from the West so that would be from this way uh right here where these boats in this Marina is we're live in Brunswick Jessica Clark First Coast News on your side all right Jessica thank you yeah busy day for Glen County but a busy couple of days honestly yeah and even I know the storms already made landfall but where Jessica is they're still under a storm surge warning cuz those winds wrapping around out ahead of this right and we've got a tide uh tonight 1050 that they'll be thinking about as well now not massive uh but it every little bit when you have an extra water in the marshes it'll it'll make a difference when it comes to the flooding and the high water especially St Simon's Island Jackal and in the inter Coastal communities there along uh Brunswick uh SO waiting on the 9:00 advisory uh from the National Hurricane Center because it still categorizes a one very likely now that the uh the eyewall is filling in that uh the ey itself is filling in that we're going to downgrade the tropical storm we have not seen outside of earlier any reports from the stations out here of winds up to Hurricane strength so that's some good news there uh also got to think about I I want to kind of put this in motion so just the how broad the uh forecast cone gets as we get into Tuesday so a lot of uncertainty even so even we get to through today and into Tuesday we don't need to let our guard down as as far as the flooding is concerned and and all the especially for our friends in southeast I mean this graphic really kind of shows you in my opinion all these lines right here that's just indicating every six hours it is not budging uh just off the coast of Georgia uh big thing to uh wait for as far as time is concerned so we get we'll get another uh important update at 11 o' that'll be the next uh very big update we'll get an updated cone that that's because new information is going to be coming in from all the computer models so let's set our clocks for 1100 we'll have have that for you live on air online as well uh still uh Hurricane Warning still in place going to wait and see if we get that update uh if they change that just a bit to put everybody now under the tropical storm warning but for the most part we are in that and and when do we don't just say just a tropical storm warning there is so much water coming out of the sky associated with this with what is still hurricane Debbie by 9 10 o00 this should have been moved down and and its short lifespan as a hurricane will become tropical storm debb but notice the bands and notice how far down the tropical tail uh down the peninsula of Florida this goes and this is just as concerning is what all this rain that's here uh because with this tropical tail coming on you get the spin get a little bit of vorticity happening in the atmosphere and that can create some tornadoes so we still have the tornado watch in place for most of our area if not all of us if you can hear my voice you're underneath that tornado watch so we'll continue to watch for the spin-ups we haven't seen any uh tornado warnings here locally we've had a couple down on the I4 Corridor uh the strongest of the Winds and the heaviest of the rain we w we saw Drew and Tristan in Lake City a lot of it's now moving over ding Park so really really strong moving up I75 now towards valasta we'll see if this Center as computer models have been showing continues to make the Trek to the right a little bit more to the east as well so some of the sustained winds we're seeing right now Robert Spa's got a look at some of the stronger gusts here in just a moment as we look at the computer model forecast the high uh resolution rapidly refreshing model here going through uh the evening hours still noting that tropical tail coming out of the I4 Corridor bringing some of these these cells the the circular uh Reds the purples that could indicate a little bit of rotation so we watching even through the evening hours let's check in now uh with meteor meteorologist Robert SP he was talking about those winds for us yeah you know what Lou first off uh just over here admiring this big screen in our new studio just reminds me of like the War Room back when I was in a the military briefing the three star here hey uh there's a look at that weather impact though we have a weather impact alert today all day uh the rain is just going to continue so let's break this down uh county by county because of course everybody's going to see the rain but how much how about here in Duval County we're expecting about 5 to six inches 20 to 40 mph sustained winds but we've been seeing gust over 50 uh at some of the airports here still have that isolated tornado risk that will continue through tonight not even after the Center passes us we have the trailing bands and behind it as uh Lou was just uh talking about here breaking down the radar for you clay and putam still can see about 3 to 5 Ines but you're also going to see those trailing bands behind it so you still could be looking at that potential for some power outages just due to the few of those storms that kick on by where Charlton Brantley Pierce we're talking about Southeastern areas of Georgia uh mentioning the chance of this kind of stalling out so even through Tuesday night we're still going to be seeing some of those bands push on through this number o that is rough 20 in of rainfall but you don't need 20 Ines to even cause problems out here on the roads we're already seeing those windy conditions as well let's talk to Katie because I know she's got plenty to talk about here in the UFL traffic center that's right so taking a look over here this is towards 95 southbound near the exit for the airport you can still see they've got the FedEx truck here looks like it's kind of Jack knifed and only one lane slash the shoulder is what people are using to be able to get by and with that being a FedEx truck an 18wheeler it's going to take time to be able to move so again that's 95 on the southbound side near the exit for the airport also want to let you know of a report of standing water I 10 westbound this would be near Lane Avenue a report of 8 in of standing water in the left lane you don't want to hit that that could absolutely cause hydroplaning so please be cautious there a report of a crash I95 northbound near LM Turner one lane blocked in that area as well and out towards Lake City and live o you have multiple reports of debris on the roadway some reports of tree down so please be cautious here's one I 10 eastbound just before you get to the baker line you want to use caution in that area as well Jaguars now to Citrus County a look at conditions there things have calmed down just a bit in that part of the state as the storm moves further across Shore but as you can see Crews right now very active very busy on the roads this hour also in San Marco there are several streets that are flooding drivers some are risking it trying to go through probably not the best idea experiencing some of the rain from Debbie's outer bands now this video was taken on laal over about an hour ago by our crew so in that time the water has even gone up higher we can't say it enough you see flooded streets folks do not drive through it and new overnight this video of impact of hurricane Debby as the storm made landfall this is in Taylor County Florida right now in the Big Ben area this is video taken on the f. camera you can see the winds are really whipping out there and we have a look here towards St Augustine the bridge lines much differ scen here but when you look at the flags like the American flag kind of in the right of the screen there you can really see the wind is whipping out there and they are definitely seeing some rainfall as well well good morning TOA I'm Katie Jeff we have Team coverage here with us looking at all the various areas here of the First Coast I'm keitha Nelson here with meteorologist Robert Spa as well as uh Lewis Turner here standing by very busy active morning but Robert you and I were just talking a bit of good news right at I don't want to use the word weaken but we're seeing some changes in the Storm at this hour yeah you know it it it's filling in with the eye we're seeing all signs point towards this decreasing in intensity still waiting for the official update it's still considered a hurricane and still has that potential for causing some damage but at least we're seeing it kind of weaken out a bit good news there flash flood warnings uh now as well this out towards Swani County so just they've had 12 in of rain uh fall there so I I want to uh kind of focus in on that now we saw forecast cone the adjustments uh still waiting on that the big update's coming at 11 we've been mentioning that so we'll watch and see if this finally gets downgraded to Tropical Storm when Robert says the term filling in notice you can see pretty clearly through that eye there at least on the radar version with the rain um as it makes landfall that low pressure center begins to fill in that's um that's high pressure moving to low pressure that's what you want you want to see the pressure increase that means a weakening storm so uh but with that you still have so much moisture with this and as we zoom on in tornado watch in yellow I take the tornado watch off I want to take the yellow off and put the the flash flood warning polygons on here so Dowling Park under a great deal of of rain heavy downpour and a very slow mover this also applies to live o mccalpin uh those communities with a foot of rain falling already and even more coming uh the there roads talking about some of the old uh secondary and tertiary roads talking about dirt roads in those areas you just don't want to be driving on you're going to have some problems here with all of the rain that has fallen and really the rest of the First Coast here uh in Jacksonville just steady downpour a bit of a break but we're waiting on kind of the back end of this tropical tail to move into the Beltway we see some now align from Keystone Heights up and through middleberg be moving into the West Side very very soon we are carefully watching right now in Brunswick and in Glen County uh Camden County as well you've had the bands of heavy rain coming in from offshore now that's going to be pushing A little bit of extra water into your marshes and into the inter Coastal Waterway up on the beaches as well as we get closer to high tide tonight we'll see what kind of impacts that has with any uh flooding any potential surge uh this evening but we're just kind of in the beginning of this system for you in Brunswick winds through the area right now steady in that uh 255 30 and higher range and looking at our computer model forecast we this is something that sticks with us through at least tomorrow afternoon while we have our big impacts in place all right so that's a look at at the rainfall and the storm that is happening right now we'll wait on a couple of more updates from the Hurricane Center when it comes to debie here in the next 90 minutes or so in the meantime let's get out on the roads Katie has been tracking a lot on the highways around the area in the UF Health traffic center there is a lot going on this will look towards I95 on the southbound side so we were looking at that FedEx truck kind of perpendicular to the road it looks like they have got it turned at least so hopefully more Lanes along 95 southbound near the airport will be able to open up but for right now people look like they're kind of using that far left lane and the shoulder to be able to get around that crash 95 southbound near the exit for the airport now another alert that I want to let you know about this is along I 10 I 10 westbound near Lane Avenue there's a report of 8 in in the left lane there 8 in of water so you really want to be cautious cuz that's something that if you hit that while you're driving especially with rain coming down you could substations where we have installed stuff with Florida Power and Light and a couple of other locations no issues whatsoever on those substations uh the places where we have put it out at hospitals no issues of flood inundation into the hospitals so these are again we learned this over idalia and Ian these are best practices and we continue our team coverage of Hurricane Debbie this morning we are taking up look for you right now live in San Marco in that area we have CLA Alfrey she is standing by live for us at this hour area that normally floods when it just rains heavily right now we're dealing with a hurricane so clearly behind her we're seeing a lot of flooding at this hour Kaa and Katie good morning now here I'm right now at the San Marco Boulevard in LEL Street intersection and take a look at all of this water that is taking over the intersection making making it impossible for people to even cross the street cuz you can't even see the difference between the sidewalk and the road as it's covered in complet submersion water we have businesses that are along San Marco Boulevard that have sandbags on their doors as they're trying to keep out any potential water as the flood waters continue to rise as it has been since 5:00 this morning now we spoke to Jaa as their crews are heading out currently in San Marco there are several customers specifically that have outages here um and across juval County they're dealing with power outages everywhere however the ja did ensure us that they have Crews on standby to respond as fastly as they possibly can however a lot of the measures that they do take to do uh storm prep ahead of week like weeks and ahead of the storm itself are really what is beneficial to keeping everyone safe during hurricanes like hurricane Debbie take a lesson the point of that is to try to keep any vegetation near the lines clear in cas a St like this were to happen it U there would be less risk of a limb falling on the power line now Jaa and jfrd they specifically have Crews on both sides of the St John's Rivers because of flooding like this in neighborhoods like Riverside and San Marco my biggest pieces of advice as you can see these cars trying to push through all that water is if you can possibly stay off the roads to do so just because of all the flooding and hydroplaning we've been seeing this morning reporting in San Marco CL Alfrey first news on your side good advice thank you Claire so here's some information on shelters in Jacksonville they are now open for anyone that needs a place to ride out the storm the legend center is open for general population and those with special needs Landmark Middle is open for the general population those with special needs and it is pet friendly but remember to bring a kennel and whatever your pet may need lavilla School of the Arts is open for the general population and here's a look at some school closures across the First Coast Glen County Schools announc it is pushing back the first day of school by one day this is due to the storm so school will start on Wednesday that's August 7th All duville County Public Schools and offices will be closed today and all oncampus events and athletic practices will also be cancelled all schools will be closed today in Columbia County as well as Nassau County schools and offices will also be closed throughout the day we do have some more school closures across the First Coast you got Charlton County that's going to be closed today and Tuesday first day of school is now planned for Wednesday Pierce County same situation schools are closed today and Tuesday and they'll have their first day of school on Wednesday as well early voting we want to note what supposed to start today in Duvall County for Florida's primary election but it was pushed back this is due to the storm now early voting is set to start on Wednesday and in anticipation of hurricane Debbie the Jags have closed their practice to fans today now they still plan on practicing as scheduled and there are still three open Camp dates remaining August 7th 8th and 12th you you can register for those practices at jaguars.com right now we do have an article with storm cancellations CU we know there's a lot of them it's a lot to keep track of and it's all on firstcoastnews.com as well as the First Coast News app now we can send that to your phone text the word closures to 90463 32402 and then make sure you bookmark that page because we will be updating it as more closures are announced and right now we are learning about power outages in our area we're learning more than 40,000 customers in businesses are without power across the entire First Coast according to ja's power outage map right now nearly 8,500 customers are without power but we've been speaking with Florida Power and Light as well as other officials who say that they do have Crews set up all throughout our area not just in the First Coast but all throughout Florida they are ready to respond to these outages let's look at how hurricane Debbie is impacting the State of Florida overall this morning so we do have some video out of Tampa hurricane Debbie made its way towards Florida you can see the w crashing into the seaw wall there and rain coming down right now Tampa Police have announced more than eight streets are flooded and they are expecting more flooding throughout the morning and moving down south to Fort Meers Florida this is where streets are flooded as well if you look at this video you can see a mini van driving through the flood waters how many times we have to say do not do so you hear that time and time again that warning you don't know what is in that water you don't know how deep it is be safe be smart now in some neighborhoods we saw flood waters actually start to reach people's front doors and moving up the east coast of Florida here to Cedar Key where heavy rain and strong winds hitting the small fishing town and you can see in this video this was from just before uh Sunset last night actually in Cedar Key that was just crashing into the seaw wall you remember last year Cedar ke was hit by Hurricane Adalia some people had just kind of finished rebuilding from that now they're being hit with hurricane Debbie all right so we took you to Brunswick earlier as well as San Marco we want to head to Lake City this morning this is where they can expect to see tropical storm strength winds we continue our team coverage now with that area that is taking the brunt of the storm we have Tristan Hardy he's standing by live at this hour with more looks like he actually made his way inside good morning Tristan hey good morning Kea so we are right now inside the Richardson Community Center just one of the four places where you can get shelter here in Lake City right now uh one of the crews just gave me some water and some looks like some emergency food this is what you'll be offered here if you're going to stay here for shelter for a little bit you know to get a look of what's inside one of the shelters they already have like beds ready for you and whatnot while we were driving here to the community center you we were experiencing heavy rain heavy wind I mean strong winds and whatnot I it was to a point where the the steering wheel was just tugging on me just a little bit as we were driving we noticed three different Crews chopping up debris and trees with chainsaws as we were driving we even noticed a semi Tru off the road as we were driving on I 10 East after the after you saw Drew's Life Hit we said you know we're was going to goad and go visit one of the uh Community shelters out here just to see what it's like and just show the viewers uh what it has to offer so there there's a place for you to get some rest some sleep lie on put your light put your head down somewhere you can get some water you get some little something to eat out here as well but we're going to go back out there in the weather in the thick of it and you can see all um that has to offer with hurricane debut here in Lake City I'm Tristan Hardy First Coast News on your side give you the latest on the storm system tracking just past Lake City actually good thing Tristan's inside there right now sure is messy out there but also even as this pushes off towards north look at all these trailing feeder bands behind this this is going to continue to pump in moisture from the southwest I mentioned that chance of tornadic activity within that but really as that pushes in we have our storm moving towards North it's going to kind of stall out even heading into Tuesday which is why we still have that flood threat being on the high side here in fact just take a look at well really I like this graphic what's the rain chances through today heading into tomorrow if you think it's going to rain the chances are high it's not until about Wednesday that we see it kind of back off just a bit but even then still looking at some precipitation in the area especially For A Friend across Southeastern areas of Georgia there I mean for example look at Brunswick we could see 10 to maybe some spots upwards of 20 in if this stalls out and starts to kind of linger over your area so something we're going to watch over the next few days still could see about 5 to 8 Ines though into jackville winds we have had gust over 50 m per hour so this is right on par and still that tornadic threat for uh the rest of today heading into uh tonight uh Baker Union Bradford yeah still 30 to 50 mph winds out there 8 to 13 Ines of rain and continue to look at that chance of a spin-up tornado of course we're going to continue to track this we're looking forward to our next update from the National Hurricane Center and meteorologist lter is going to be back here in just a minute give you that breakdown on the radar and what we're seeing here across the First Coast this is a First Coast News on your side Special Report tracking Debbie e e this is a First Coast News on your side Special Report tracking Debbie let's take a look here at some of the impacts hurricane Debbie has had around the First Coast this is video from San Marco taking about an hour ago you can see some streets and sidewalks there are flooded especially along San Marco Boulevard and Lal Street we want to take you to Brunswick now Brunswick Georgia not too much happening in the area right now other than some light rain you can see there you can also see Crews on standby ready to respond just in case as we said they are expecting a heavy rain throughout the day right here in that area in Brunswick Georgia and that's where we know our team coverage continues we have our Jessica Clark in that area and Jess they're looking at potentially his historic rainfall here in Brunswick so how are people getting ready what are you seeing well we were seeing a lot of sandbags and it looks like that the folks here at the Brunswick Landing Marina have secured their boats in place but my goodness uh things have just started to pick up as far as Wind and Rain it is very windy I want to show you the water out here at the marina you can see that there's a little bit not a chop but it's starting to get a little wavy and the wind is just blowing the top of that water here and uh so the rain okay now it's just starting to calm down so it's just kind of you know it comes and goes it's Gusty and then it's not uh but certainly we've been dealing with some heavy heavy rain for the last hour or so this is a marina uh that started small with this one Dock and then it expanded expanded and now it's 17 docks and this is also a place because that's West okay so then that's South and so all of these boats typically are in a safe harbor especially if hurricanes are coming from the east from the Atlantic because they'd be protected by the land over on that side but it is When Storms like this one are coming from across the State of Florida this is when this Marina is typically well I guess the owners are a little on edge just kind of wanting to see what happens with it I got to show you something funny though they brought out a shirt for us and it says I like to relax during Hurricane Season and it has the spot right they are located right here in Brunswick Georgia because typically this is the Safe Harbor and that's what a lot of the boat owners are hoping for with this particular storm of course right now that it is a safe harbor even when the storm is coming in from the West we're live in Brunswick on Jessica bring some back here she she'll figure it out for us let's start uh we're gonna start where we usually finish usually the last thing you see us talk about in a forecast here on First Coast News is the 7 day but I think it is a appropriate to start with it because a lot of folks are going to be wondering we know it's started now when does it end yeah and I mean the heavy stuff of course today heading into tomorrow but see we got rain pretty much all the way up until the weekend right and Wednesday Thursday I I okay so for us the main impacts from what is left of of Debbie through Tuesday but Wednesday Thursday the back end of Debbie could still be pumping in Rain by the time we get to Friday and into Saturday we're talking uh that convective moisture still left over from the tropics and maybe just your typical Florida style pattern thunderstorms but the rain is going to be with us yeah and I mean sometimes we get these storms that kick on by and they're one and done you get dry a wrapping behind it but you see here at the forecast two things that I notice the lines on top of each other and also the cone of air it's just absolutely wide there in extended Outlook good point I want to talk about that let's go over to the uh chroma key uh real quick I want to show you a few things here uh right now outside looking at Fort Carol line with the temperatures if you're getting out that we've got that moist tropical it just if you stepped out and just felt it right now it is it feels like the Bahamas if you've you've been out there you stepped out all right so what you need to know now through Tuesday evening the main impacts but as Robert mentioned we're going to have those rain chances sticking with us heavy rain and isolated tornado possible prep for the flooding charge your devices right because we could have some power outages looking at downtown we have had the waves coming these are the tropical kind of waves the bands feeding this uh this what was once a hurricane confident that that has now weak and we're waiting on official word from the Hurricane Center your radar picture dep depicting what I'm talking about as the center has filled in the tropical tail we going to have to watch through the evening for potential spin-ups with the tornadoes the winds we're seeing right now pretty impressive uh 20 to 30 sustained with even higher gust that have been measured uh Robert showing us 52 at the airport 58 at NES jacks some of the higher gust readings that we've had for the month of August and uh pretty interesting now Robert also noting the width of that cone as we get later on into that forecast cone it's because of how Divergent some of these computer models are European model taking us a pretty uh quicker route up to the north the American model showing a stall and a backup so you can see those are completely different models having a hard time sort of resolving the steering currents out there right now National Hurricane Center going more with that Northern turn which we'll learn a lot more about coming up at that 11:00 update all right let's get a check of our Katie Jeff in the UF Health traffic center got a couple of things to talk about first kind of the tips try to minimize your driving today because the hydroplaning risk is high all of the bridges in our area are currently open but speaking of the bridges this is the Dame Point bridge on the Northbound side you've got a vehicle you see this vehicle traveling Northbound this one looks like it's maybe spun around so maybe a hydroplane situation there but that is on the Northbound side of the Dames Point Bridge expect delays and even some onlooker delays on the southbound side as well so seeing a crash in that area all of our bridges are open but they can be kind of tricky to go across at this point because of the wind and those slippery roadways you still have the crash here 95 southbound at the exit for the airport one lane there is open this one involved in 18-wheeler so that's why it's taking some time to be able to clear those of you traveling on I 10 westbound be careful near Lane Avenue there's a report from the Florida High Patrol of 8 in of standing water in the left lane you really want to be cautious you hit something like that while you're driving and you definitely could hydroplane so please try to minimize that driving and blocking one left lane all of our bridges are open but be very cautious traveling because you've got strong winds the rain out there is leading to hydroplaning and we are seeing a lot of crashes so we have been tracking Debbie for a little over a week now we knew it was coming we hope everyone was prepared for it we do want to talk about the storm right now where it currently stands I know we have an advisory coming up at about 11:00 what do we know at this hour about this storm so still technically speaking according to the Hurricane Center the actual nomenclature hurricane Debbie that's still accurate though I I strongly feel like we are out of that kind of Realm of uh the storm right now yes 11:00 is a big update uh we get them from the National Hurricane Center that's when they've taken all the computer model data plugged it in and uh we'll adjust our cone accordingly and hopefully there is an adjustment uh because a lot of these models we need to need a little bit of agreement need a little bit of consensus and the reason I say I I I strongly think this is no longer a hurricane it doesn't even have an eye anymore it is now fully filled in tropical storm uh strength with us right now now looking ahead uh we still have and because of that they still do have hurricane warnings in place but this is west of Lake City so thinking out towards Swan County live o mcalpin where there are flash flood warnings in place so west of Lake City have those flash flood warning in place meaning if there's standing water you do not need to be driving through it it could be very very deep in certain places and can uh rise extraordinarily quickly okay so uh really really fast rising water there in Swani County which would be represented by all this heavy rain falling here just again mentioned west of Lake City right there along I10 and I75 and that cut off the tropical tail kind of the the back end of this so you got the center here but this is really expanding and pulling in so much tropical moisture from the Gulf of Mexico so uh all the lightning you're seeing just uh east of Tampa now going to come right up the I4 Corridor and eventually make its way up here to the First Coast that could lead to spin-ups that could lead to the tornadic activity as well a little bit of dry air trying to punch in and going to help to weaken it a bit maybe somewhat encouraging but also we got to talk about speed with this so this is uh going to be a slow mover computer models having a hard time dealing with that in fact a lot of our computer models the the initial initialization information they put in has to do with trends that have happened over the past 80 years and the things that get plugged in uh they don't really know how to contend with lack of steering current when you got two big ridges blocking so we're going to have to deal with the speed we this is uh tonight at 11:00 and we're still talking about a lot of the uh the strong showers and storms coming on Shore so we're still pushing water inland into the marshes around Glen County and Brunswick and those docks that uh Jessica Clark has been reporting from so uh a lot to kind of digest with this the cone still extraordinarily wide once we get past the really that 36-hour Mark what could happen here between U SouthEast Georgia and the Carolina coast as well uh could be some historic uh rainfall for them all right let's get a check of our commute now Katie Jeff has been very very busy with what's been going on on our roads that's right so if you can please stay off the roads today that would be my advice if you can because this is a look towards the Dames Point Bridge this is on the Northbound side tow truck just arrived but we had a vehicle almost kind of turned around the wrong direction so likely maybe hydroplane and spun and that's why you're seeing lanes blocked there on the Northbound side of the Dames Point Bridge so you're going to have delays with that all of the bridges are open I want to say that all of our bridges are open but if you're going to be traveling especially over these higher elevation Bridges you can really feel the wind moving your car plus you have all of the hydroplaning risk so that is the Northbound side of the Dames Point Bridge be cautious there this crash along 95 southbound near the exit for the airport we have been following since early this morning because it involved an 18-wheeler so they're in the process of trying to open uh more Lanes but right now it looks like only one lane there is open on 95 southbound also Florida High Patrol is reporting around 8 in of standing water along I 10 westbound near Lane Avenue so really be cautious in that area as well again minimize your travel as best you can we have a crew right now in Lake City monitoring the impact from this hurricane there Drew Crosby he's standing by live now this is an area that's expected to receive tropical storm strength winds um you're inside at this hour I know you were outside early the rain was really coming down it looks as if you're one of the shelters what's going on there at this hour Drew yeah we are here at one of the four shelters that will be available here at the richson community center and as you can see behind me they have CS lined up but I'm also going to walk and show you obviously I'm here in this basketball gym but just I want to talk to you about there's these two fans up here and they've actually been shaking non-stop just because the wind has been um so powerful non-stop for the past hour or so and we can hear the rain coming down on the roof but there's also quite a few of volunteers here um the woman that we talked to she came here from Tampa but she was saying that there's also volunteers from New York and another volunteer that came um she was in the middle of her vacation in Tennessee and when she heard what was happening with hurricane Debbie she stopped everything that she was doing and she came here to come help and we will keep you updated uh throughout the day as this uh hurricane continues to intensify or this tropical storm continues to intensify but we will keep you updated throughout the next hour or so this is Drew kgra First Coast News on your side thank you drew and back towards the Jacksonville area we have been seeing wind and rain really throughout the night and into the morning hours and if you live in the Jacksonville area you probably know certain areas that tend to flood that would be you know riversides parts of McCoy Creek also the San Marco area which whenever we have a storm it's an area you have to watch yeah that's where we have Clare Alfrey standing by live this morning for you now Claire you've been there overnight into the early morning and we're already seeing flooding uh in that area seeing folks as well driving through all of those uh flood waters keitha and Katie good morning I will say since being out here since 5:00 this morning this is the first break that we've had of rain but as you can look right next to me still standing water is taking over the roads you're not even able to see the difference between what is a sidewalk in what is even San Marco Boulevard now this is the intersection along LEL Street and San Marco Boulevard and we have seen Public Works uh they've been here all morning trying to get water out they have a pump over here but the water has just been nonstop with coming down with constant rainfall that it's been difficult to pump out all of this water and because of that as you can see look at this car go it's going to try to push through but we're seeing a lot of cars pushing through a lot of water here in San Marco now specifically because this is an area that yes we have a history of flooding we have Crews from Jaa and jfrd on this side and the other side of the St John's river and this is what jfrd has planned as we continue to see the impacts of Hurricane Debbie we have two Swift water rescue teams that will be stayed strategically on each side of the river in case we have flooding that they can go into those areas and make those rescues now take a look right now this is what we've been seeing on morning as these cars are trying to get over but because of the water crossing that double yellow line in the center it's really difficult with that in mind if you do not have to drive today I would not recommend driving especially with how much water there is not only in San Marco but other neighborhoods and to keep alert of just where the water is and how it's going and where it's going to end up as we continue to experience more rainfall reporting in San Marco CLA Alfrey First Coast News on your side she said if you do not need to be on the roads today stay off of the roads be safe and be smart folks so early today we heard from Governor Ronda santz he spoke just after uh Debbie actually made landfall as a category 1 hurricane the governor stressed the importance of staying off the roads and protecting yourself and your families he noted the state has been approved for federal Disaster Assistance and mentioned that those resources are available should the state actually need it we've also have on on hand for this storm Statewide uh 11 million bottles of water almost three million shelf stable meals uh we do not anticipate uh needing to to put a major major dent in that uh at this time uh but we will be ready uh if those circumstances change meanwhile the executive director of the Florida Division of Emergency Management spoke on Lessons Learned From hurricanes Ian and Adalia when it comes to flood prevention measures made at substations and hospitals across the state as of right now the substations where we have installed stuff with Florida Power and Light and a couple of other locations no issues whatsoever on those substations uh the places where we have put it out at hospitals no issues of flood inundation into the hospitals so these are again we learned this over idalia and Ian these are best practices city of Jacksonville is also opening three Emergency Shelters so city leaders made the decision to open them due to the risk of flooding and Public Works officials say they will monitor the storm to see if Tuesday's pickup should be moved to Wednesday in clay and elat counties today all trash and recycling pickups as well as new garbage can deliveries will be suspended as of now services are set to resume on Tuesday depending on storm damage right now we do have an article up for you on firstcoastnews.com with storm cancellations still watching our storm move off towards the uh North here but one thing I do want to know is actually we have a little bit of dry air you kind of see it right here on radar moving into the Jacksonville area so kind of backing off the rain for the time being but uh still you have all these bands wrapping it around us we still have that tight pressure gradient which is why I mean look at NES Jack here at the top of the hour 45 mph wind gust reported there also you can see kind of the rotation coming around where that lowle Center is just by looking at the wind barbs look at alasta winds now coming in from the north and pushing down towards the South with this and plus on the tail end of this we still have those trailing winds uh which is going to be pulling in moisture out of the gulf and that is where we still going to have that potential for some tornado activity through tonight especially once we get that daytime heating kind of mixing in here as well so is the rain going to end anytime soon no not really we're still looking at precipitation with these passing storms even as this slowly weakens and slowly tracks off towards north so once again it is not a Sprint this is a marathon with that precept even continue to linger around through tomorrow so for Duval County it still anticipate wind gust 20 50 m per hours 5 to 8 Ines here while some other areas including Baker Union Bradford could see upwards of 8 to 13 in of total precipitation with Glenn Camden and Nassau yeah you're going to be looking about 7 to 12 maybe some spots up to about 15 in choice matters I think that says something about um people have gone through this before but there is this undertone of we know what's about to come right and so this is a low-lying city Brunswick is low lying and uh and so they know that there probably is going to be some flooding especially on those streets around downtown and in different sections of the aisles that typically flood when we have high tide Collide at the same time with a lot of rain and so already folks with the City are putting up uh Road barriers off to the side of the road just in case they need to close down those roads if they flood but I got to tell you there are moments when you meet somebody like tresa the uh postage uh lady postage carrier mail carrier that you just have to smile through all of this because right now as she told me it is no fun delivering mail and the rain we're live in Brunswick Jessica Clark First Coast News on your side I got to get it done gota get it got some folks got to work got to get out there we're looking out by Robert's house yeah for Caroline up around Fort Caroline thankfully what we're seeing on this uh camera I don't see any boats floating around which is uh I would suppose a good thing yeah for sure high water high in the grass though mentioned high tide very close and uh full marshes for sure up near where uh Jessica is there at that Marina in Glen County a bigger look now at what uh is still technically according to the Hurricane Center being called hurricane Debbie but this is the 8 A.M advisory they had been doing hourlies and then right at 9:00 no hourly so at 10:20 right now we'll get a big update at 11 o'clock when I anticipate a lot of this will uh have now been downgraded to the tropical storm but boy I mean right now you kind of see these bands that are still setting up we're getting kind of these times where the winds pick up it rains then it breaks then it rains and it breaks and that's why always talk about tropical bands and and there and it's a long tail too all the way down basically the the length of the peninsula of Florida let's take a look uh go over to the uh weather wall and I want to look at current conditions if you were to step out if you were to go out to Fort Caroline right now supy out there tropical it's just Gulf of Mexico tropical air coming out of the Bahamas as well pushing right over us rain the forecast rain the 1A Story the tornado watch the one B story just barely uh but the but the lead is going to be just how much rain falls out of this system a little bit of dry air trying to punch in so we're going to have moments of of drying but then the second wave the third the fourth wave of rain will be coming this is your cone as of eight waiting for again mentioned the 11 in about 40 minutes time we're going to see how the National Hurricane Center is going to deal with it's kind of the Divergent uh computer model forecast that have such a wide sort of blob uh of a cone here that includes includes Outer Banks of North Carolina all the way to the Appalachia mountains of the Carolinas as well and I mentioned the Divergent computer models this would be your European model we hear meteorologists refer to it all the time and those a lot of folks sharing on social media as well so a popular model to use and a a pretty reliable as well it seems like current forecast from the Hurricane Center we kind of leaning on this resolution of the storm moving in through the Grand Strand up uh I 95 through the Carolinas pretty quickly at least a little bit more quick than what the GFS wants to do which is have the thing stall out off the coast of Georgia and South Carolina and back up again and this would be a situation that would drop a lot more rain almost two feet worth of rain over SouthEast Georgia from chadam County down into MacIntosh and for Glenn as well and we in Pierce I mean we're going to see some Inland flooding with this but this is uh such a widely Divergent computer model slower uh this is the one that would take it get up to the Appalachians why we have that cone that gets so wide after the first 36 hours worth so everything you see in yellow here that is where our tornado watch is and we could still see some spin-ups happening but look how disorganized that Center is getting now nothing really wrapping around fully no symmetry involved anymore no Clear Eye either everything's kind of filled in with rain meaning some weakening is happening your low pressure is filling in so I anticipate the wind speeds going down just a bit at least with the uh the center of that system and as Robert and I were talking about the tropical tail extending all the way down the I4 Corridor back way deep into the Gulf of Mexico so obviously pulling from a lot of warm uh Waters a lot of uh moisture in the atmosphere with those thunderstorms so through the evening we could see some more uh potential for the tornadoes hence the uh watch through later on in the afternoon all right let's take a look at our road 1023 and I'm to check in with Katie jeffre taking a look here towards the Dames Point Bridge just a moment ago it had conditions where you honestly couldn't even see the bridge almost white out conditions but you can see traffic here moving along along the Dames Point Bridge on the Northbound side that is a good uh sign because for a while there we were seeing one lane blocked on the Northbound side of the Dames Point Bridge because of a crash but it looks like they have cleared that so hopefully you won't have any more delays going across the dam point also still working this crash here 95 southbound near the exit for the airport one lane is open there so be cautious when you're passing out towards Georgia 95 southbound just before you get to the satila river look out for a crash blocking one lane so if you're leaving Brunswick you're making your way towards uh maybe the state line just look out for a crash blocking one lane doesn't look like it's causing significant delays at this point out towards Li o and uh Lake City so many reports of debris on the road I can't even list all of them for you so please be cautious stay home if Big Bend around 7:00 this morning now we know we are seeing the effects of Debbie tracking across our state taking a look here in San Marco there are several streets that are experiencing flooding because of the heavy rains in the area especially near San Marco Boulevard and Lal this video was taken in that area you can see some cars pushing through and new overnight we have video of the impacts of hurricane Debbie as the storm made landfall in Taylor County Florida you can see right here in the Big Bend area so this is video from an F do camera as you can see the wind's really whipping out there and this is a look a live look in St Augustine at the bridge of lions not the same as what they saw in Taylor County earlier this morning but you see the wind whipping the flags out there and you can see some rain coming down and of course the clouds in the sky so all morning we have Team coverage following hurricane Debbie and the impacts that we can see here on the First Coast welcome in you are watching good morning Jacksonville an extended version we've been on overnight into the early morning bringing you the very latest on Hurricane Debbie and its impacts here on our First Coast I'm keitha Nelson I'm Katy Jeff joined here with meteorologist Lewis Turner and Robert Spa so Robert we know that it's it's still technically a category one but you were saying that it it doesn't look like at the next update it'll still be a hurricane I would be surprised if at 11:00 this is still a hurricane it doesn't mean it's weak though at this point we still have plenty of impacts from tornadoes still plenty of heavy rainfall and actually just this past hour in Jacksonville we had the seventh strongest uh wind gust on record in the month of August which was about 58 miles per hour goodness but you know uh these things have rules hurricanes have eyes they have a specific wind strength you got to be at 74 miles hour or and I just really don't think at this point here at 10:30 now we're going to get a a full-blown update a big advisory from the National Hurricane Center coming up at 11:00 so less than a half hour's time the last update we received from the Hurricane Center was at 8:00 where it's still considered a category one storm but I I think for our intents and our purposes here as far as our forecasting is concerned really seems like this it's now a tropical storm we can uh focus on the the fact that this will still spin up some tornadoes through our afternoon our forecast uh is going to need some well it's going to need the computer models to tighten up just a bit so Hurricane Center is leaning on a quick turn to the north as we get into Tuesday afternoon uh moving through the Carolinas and and really slowing down as it moves through the mountains a lot of rain will be falling in Charleston along the Grand Strand of South that's Myrtle Beach in that area so U much more rain to come with this system now this is your satellite radar you can see this is where the center of circulation is where an ie was but truly uh does not exist anymore and the as we look at the rotation look at the general movement Lake City getting a lot of rain up and I down down I75 alasta about to get a good dousing and a good downpour of rain some 40 and 50 mph gusts within each of these individual bands you'll notice some more light rainfall happening now for St John's County and St Augustine coming out of pacus towards wastings now a heavier downpour but for the most part we're in that light to moderate rainfall within uh some dry air between bands but the bigger look though shows what we have coming out of the Gulf of Mexico so so much uh just hot bath water that is is evaporating and being absorbed into uh this tropical tail pulling into Peninsular Florida so these second and third uh tail bands from this system could produce a tornado or two as we get later on on into the afternoon if we warm up just a bit so that would be like my concern if we when we get breaks if we do get any breaks in the clouds if the sun warms us up just a little bit could unsettle things and we'll be watching very very carefully and we get that update in about 20 minutes time we'll bring that to you as it comes in now let's get a check of our commute and this morning has been Wild on the road as we expect because of the Heavy Rain let's check in with Katie Jeff it's definitely been busy this will look towards the Dames Point Bridge all of the bridges in our area as well as our torture Bridges those are open at the moment so the dam Bridge did have a crash on it earlier this morning on the Northbound side blocking one lane but I don't think you have to worry about this anymore they were able to move this and clear the road still working on clearing this crash here at 95 southbound near the exit for the airport this one involved a semi that's why it is taking so long one lane there is open moving further north into the Georgia area as you are traveling on 95 southbound maybe leaving Brunswick going over the Satilla River look out for one lane there blocked by a crash as well so you really want to be cautious minimize your traveling as best you can today because you do have a hydroplaning risk and you could see debris like tree limbs or even trees down on the road earlier today at about 7:30 this morning we heard from Governor Ronda Sanz he spoke just after Debbie made landfall as a category 1 hurricane the governor stressed the importance of staying off the roads and protecting yourself and your families he noted the state has been approved for federal Disaster Assistance and he mentioned that the resources are available should the state need it we've also have on on hand for this storm Statewide uh 11 million bottles of water almost 3 million shelf stable meals uh we do not anticipate uh needing to to put a major major dent in that uh at this time uh but we will be ready uh if those circumstances change meanwhile the executive director of the Florida Division of Emergency Management spoke on Lessons Learned From hurricanes Ian in Adalia when it comes to flood prevention measures at substations and hospitals across the state as right now the substations where we have installed stuff with Florida Power and Light and a couple of other locations no issues whatsoever on those substations uh the places where we have put it out at hospitals no issues of flood inundation into the hospitals so these are again we learned this over idalia and Ian these are best practices and we continue our team coverage at this hour a little closer to home we're going to San Marco in particular as Debbie continues to move across the State of Florida that's where we find our CLA she's been there throughout the morning and Claire you've seen roadways starting to flood some drivers trying to push through but what are you seeing now kethan and Katie good morning I will say since being here since 5 o' this morning definitely the flooding is finally starting to subside take a look at this right now this is the intersection s moker Boulevard and lell Street and although there is still standing water of there has not been any more rain for the past hour so fortunately that has allowed for the waters to still go down a little bit but as you see it's still present now ja they've been responding and looking very closely at this area because it's known for flooding they have crews around the entire area right now we're up to 10,000 customers without power now a couple hundred of them are in the San Marco area but this is actually a lot it could be a lot worse according to leaders of Ja just talking with them earlier this morning and it's because of their preventative efforts they've put and San Marco and other areas in Duval to prevent the point of that is to try to keep any vegetation near the lines clear in case of something like this were to happen it U there would be less risk of a limb falling on the power line now as you can still see there is standing water so if you have to drive through San Marco or other areas on the other side of the river like Riverside uh I would definitely be cautious of all the standing water but if you don't have to drive don't drive today it's not worth it as all these cars continue to push through all these giant uh I would say puddles as we see in the roadway CLA Alfrey for coast news on your side all right Claire thank you very much well here's some information on shelters in Jacksonville they are now open for anyone that needs a place to ride out the storm the legend center is open for the general population and those with special needs Landmark Middle is open for the general population and those with special needs and it's pet friendly lavilla School of the Arts is open for the general population and let's take a look at some school closures across the First Coast so Glen County Schools announced it is now pushing back the first day of school by one day this is due to the storm school will start on Wednesday that's August 7th all Duvall County Public Schools and offices will be closed today and all oncampus events and athletic practices will also be cancelled all schools will be closed today in Columbia County and all of the Nasa County schools and offices will also be closed throughout the day well we have more school closures across the First Coast as well Charlton County will be closed today and Tuesday first day of school is now planned for Wednesday Pierce County same thing so they're also going to be closed today and Tuesday first day of school will be on Wednesday early voting was supposed to start today in Duvall County for Florida's primary election but it was pushed back due to the storm now early voting is set to start on Wednesday right now we do have an article up with storm cancellations all of the ones that we are aware of on firstcoastnews.com and the First Coast News app we will send that to your phone text the word closures to 904 633 2402 and make sure you bookmark that page go back and refresh it because we will be adding closures to it as more are announced and you know looking at the broader picture we're still continuing to watch the storm as it slowly drifts towards the north but if you zoom right in here on uh Downtown Jacksonville we do have a little bit of a dry slot so if you step outside right now it's not raining for some areas but here's the deal pull back the picture the rain is coming in and out we still have plenty of bands wrapping in behind this storm system and also that toric threat is still going to linger through this afternoon heading into the evening as it slowly moves off towards the north that starts to linger around Southeastern areas of Georgia the point is yeah this is not over quite yet here we are still under a tropical storm warning also don't forget for our Coastal counties in Southeastern areas of Georgia especially high tide tonight starting from about 10: to about midnight there's that storm surge warning that's in place due to those winds wrapping in from the East that could cause some water level rises along Georgia not too much happening right in terms of rain but I can tell you the really issue right there they're concerned about in brunic in particular uh the flooding the impacts there from Debbie you can see Crews on standby right now ready to respond so speaking of Brunswick our Jessica Clark has been out there throughout the morning talking to various people kind of getting more information about how they're going to be handling the flooding let's turn things over to her now she's at the marina there oh you can see the rain is really coming down at this hour Jess oh yeah oh it's coming down all right I thought I would finally not be the chicken and get out into the rain from under the cover our photographer is keeping all the equipment dry and that's a good thing his name is Joseph he's been a superhero but this rain is no joke and so we started off the morning around 4:00 dry light Breeze it was pleasant especially for what has been a very humid week and then couple of hours there were some sprinkles there were some sprinkles and now it is fullon rain with sometimes just gusts that blow across the top of the water I want to see if you can see that here you can see that over to the side here Joseph if you show how that wind just moves the top of the water and at times it looks almost like we're rolling fast fast forwarding video but that's just the wind on the water and here comes another dust for you so the folks here at this Mar ARA are hoping to have Safe Harbor here more than 400 boats around 400 boats here at the Brunswick Landing Marina some of them have been here for 15 years I'm told some of them have been here for a day just hoping to ride out the storm over that way is west that's where the storm is it's coming uh in this general direction usually the boats in this Marina are safe because the storms are off and the Atlantic heading this way and the land buffers the boats but uh with this storm like in other situations sometimes they cross the state and that then puts this Marina and these boats to the test we'll see what happens with the rest of the storm live in brunwick jasica Clark First Coast News on your side he'll be watching we got to watch what's going on with the computer model forecasting here we depend a lot on this we also have depend on our own common sense and and a little bit of logic with these things as well start with the European model yeah and you know what this one when we're talking about logic and Common Sense there are have been some models that you kind of look at and you go huh I don't know about that European has been pretty decent here the last few days yeah and you're looking at that so it has the Trek across Florida so far so good uh and with a brief stall this now moving a little bit closer to Myrtle Beach before stalling a bit and making a turn north up towards uh Charlotte and then racing away uh the second one and why we're having such an unusual looking cone would be the GFS yeah and this just kind of stalls out now this is not just you know that local forecast but it's all about to do with the upper level pattern there's a high pressure Ridge towards our Northwest that's just been kind of lingering and the models are having difficulty how it's going to digest that in this low steering flow environment so with this uh resolution a lot more rain obviously if it stalls and backs up back over Georgia and then off into the Carolina is and hence that's why after we get to uh Tuesday morning and afternoon so the next 36 hours you get this massive kind of expansion of the cone which is I I I mean kind of unusual to see yeah it it it not something you definitely want to see now hopefully as we go ahead through today and into tomorrow that thins as we get a little bit more data but right now yeah the key thing I think it's just going to be slowing down yeah that means a lot of rain and from exactly end of the day a lot of rain the story 1A with this is going to be rain and then of course our tornado watch uh let's take a look at uh the uh some of the rest of the radar and what I mean when I say the tornado watch everything you see there in yellow can get some spin-ups through this afternoon so we're going to keep that risk in place and something that you're going to need to have your device handy through the rest of the afternoon in case you need to send an alert to your phone about the potential for a tornado warning right now watch meaning ingredients are in place warning is the step up right warning is a lot more serious warning when that's issued uh that's when there's uh conditions at least Doppler indicated conditions of some rotation happening so uh looking at this storm uh we do anticipate in about 10 minutes time to get an update from the National Hurricane Center telling us that Debbie is no longer a hurricane now downgraded to a tropical storm you can see not much organization left as it makes its move Inland towards live O Lake City getting some really good downpours right now and some gusts up to towards valasta as well the tropical tail going to be moving up and through uh Jackson Ville and that's where we could get a few more spin-ups the heavier rain Sanderson you're getting a bit Lake City kind of sandwich between two heavy bands Folkston you're getting it and now Brunswick where Jessica was some of that heavier rainfall as well and that's going to be off and on throughout the day some of the Winds currently sustained around 30 at NAS Jacks we've had some Gust in the last hour 47 to 40 so now through Tuesday evening will be the main impacts depending on the speed depending on the stall out but Heavy Rain with an isolated tornado need to prep for that flooding and have those devices charged just in case we get a power outage want to finish with our 7-day forecast with our weather impacts Monday Tuesday and that rain really kind of the back end be lingering Wednesday morning as well let's get a look of our driving now with Katie Jeff in the health traffic center at least a good update here that it looks like 95 southbound near the airport a crash we've been following for quite some time this morning it looks like it's in the process of being cleared you see the officer and the road ranger there and it looks like the lanes are back open so the congestion in that area along 90 southbound near the airport here this should start to get a lot better there's still a report of standing water about 8 in of standing water on I 10 westbound near Lane Avenue so look out there crash just came in this is in the Melrose area State Road 26 near State Road 100 hearing State Road 100 in that area is blocked so keep that in mind for those of you out towards Melrose and if you out towards live o and Lake City there are just multiple reports of debris on the roadway a couple ports of trees on the roadway so stay home if you can really use caution because driving conditions out towards live o and Lake but as expected did we are seeing that intensity decrease now there are still some impacts to be had here as this drifts off towards the north latest forast track this is actually my first look at the cone so you're looking at it here with me not too much of a change here's the key thing you're still they're still expecting it here with the National Hurricane Center kind of lingering off the coast of Georgia before getting a move on but it does look like the pace is picked up here a little bit regardless still slow enough here as we go ahead through today and into tomorrow where this is going to linger and still add especially in the Southeastern areas of Georgia a lot of rainfall some spots could see in total since the start of this upwards of 10 to 20 in of total precipitation here so yeah we got still plenty to watch out for but as uh just mentioned the latest update has just come in at 11:00 our next full update won't be until about 5:00 uh this afternoon of course our chief meteorologist Tim Dean will be here giving you the latest information uh on that but yeah taking a look at those PS Now with our tropical storm Debbie still could be looking at some winds upwards of 30 to 60 M hour in places like Glen Camden and Nassau County but I think uh one of the issues and I want to mention this especially through this evening is as those winds wrap around you still have that chance of some coastal flooding with a storm surge there not to mention those rains just continuing to linger and if you are in where Charlton brenley and Pierce County this is one of those higher threats for that rainfall as it continues to just kind of linger in our area here so if you haven't already you know clean out those gutters things like that just make sure you're prepared here and in Duval County uh it's not raining at this very moment in Downtown Jacksonville but there are still some areas of precipitation wrapping it around not to mention those feeder bands on the back side of this storm system I think once we get a little bit of daytime heating mix in there especially if we get some sunshine kind of putting through between the breaks in the rain we're going to be looking at that potential for some tornado cells as you are getting out the door so remember please try to minimize your traffic as much as possible there is standing water like along I 10 westbound your lane avenue so minimize your travel hydroplaning is a risk all of our bridges are open at the moment but just please use caution if you are headed out be sure to stay with us here for first kiss bit now confidence getting a little bit higher with timing from the Hurricane Center maybe even speeding up the storm just a bit which is uh more com news a little more positive news by tonight uh the storm up in a beam of Brunswick making that hard turn more towards the east and then up through the Carolinas and up around Charlotte as we get into Wednesday and Thursday still uh rain maker for us in Northeast Florida and SouthEast Georgia as we go into a Tuesday and maybe early Wednesday so we're still watching those rainfall rates as uh we get into our afternoon uh right now you can see why it's no longer hurricane it is a tropical storm the eye is fully filled in the wind speeds have weakened just a bit I still am concerned as we go through our afternoon with the threat of tornadoes as we've got a few extra feeder bands still coming in off the Gulf of Mexico so uh the main need today is uh prepare for a good bit of rain still through our afternoon so we could have the potential for flooding along our roads and we're going to need to prepare potential for power outages and have your devices handy if you do have to get out and away from the television that way if we need to send life can you off go we've seen a couple of tornado warnings already around I4 but you see where this is situated mostly over I4 as the whole system moves North the these bands will be moving North as well making their way up closer to the First Coast hence why uh the yellow that you saw earlier that is the tornado watch that would be in place for everyone so keeping that in place watching very carefully for the uh risk of tornadoes embedded in any of these areas that you see in orange or red I 10 right through our afternoon I mean you got to avoid the interstates as best as you can uh but also those secondary roads in the state highways going up Highway One into folkton right now okoi swamp completely inundated a lot of uh showers and storms and even up in Brunswick is one of those areas I'm watching for up to 12 to 15 inches of rain through the course of the whole storm so we're talking for Tuesday and for Wednesday as well depending on how this slows down off the coast and that'll uh cause some issues there downtown and through St simons's as well some of the winds that we've seen these are sustained and uh we had noted the Hurricane Center still picking up closer uh to uh I 10 out west closer to Tallahassee they had seen a 70 M hour uh gust uh but right now 20 to 30s gusts here we had a 51 mph gust at the St Augustin airport so winds still picking up through our uh late morning early afternoon 47 mph mport and 45 in Jacksonville enough to absolutely uh blow some furniture around anything that you may have outdoors and we'll talk about the things you might need to do about that coming up here's a look at the European model and this is why the cone gets so wide as we as we get into Wednesday European and uh the American model the GFS pretty confident what's going to happen through Tuesday evening but uh this wants to take the storm up into Myrtle Beach by Wednesday and then Friday up through the mountains still slow I that's still a pretty slow mover GFS a little different all right this has more of a stall out off the coast of Brunswick or maybe Savannah even before a stall happens Wednesday night and moves back over southeastern Georgia into Thursday at lunch that's an extremely slow moving situation and uh not exactly the most likely of scenarios either however hurricane Cent taking that into consideration when drawing that really massive cone so this is a uh higher resolution rapidly refreshing model this is going to just kind of look through our immediate time frame and into our afternoon as well and pretty well painting where the center is through Lake City also depicting how that slow movement still going through so through 7: a.m. uh or 7M I should say Monday night that Center up near Way Cross very uh near folon just west of folon moving up uh through woss but still look at all the rain that goes through Monday night into Tuesday morning uh in Brunswick and across SouthEast Georgia and here in Jacksonville as well as we get to later on into Tuesday afternoon things should begin to improve in Jacksonville so now through Tuesday evening will be your main concern especially Duval County and South the impacts continue to be Heavy Rain with isolated tornadoes and we need to prepare for uh that flooding as well some other things let's go county by county now uh Monday morning to Tuesday night for Glenn Camden Nassau may even look into Wednesday morning with those showers continuing may impact 7 to 12 Ines of rain on the low end with winds 30 to 60 M hour tornado possible the surge in Brunswick could be a story as well especially as we get towards the high tide which for Monday night would be about 1050 where Charlton Brantley Pierce we showed you that's where that Center would be moving over later tonight so some Gusty winds tornadoes possible as well this evening with higher uh rain chances even uh there so flash flooding possible uh in Duvall County this is a Monday morning Monday night into an early Tuesday morning the rain will begin to diminish a bit uh rains 5 to 8 Ines we've already heard reports of about a 5 inch rainfall total with winds at 20 to 50 miles an hour we saw that holding true already what you need to do is keep your devices charged you need to uh stay informed and by doing that you you you're here joining us obviously on streaming platforms and have the there will still be some showers out there by Thursday and the end of the work week we're talking about more normal Florida convection just the typical Florida afternoon showers and storms and that'll downgraded to a tropical storm within the past hour but the real story now is all that rain that's expected to swamp parts of the East Coast for several more days and this video just after sun eyes out in Taylor County Florida the storm made landfall is a category 1 hurricane in the Big Ben just after 700 a.m. and closer to home this was a scene in San Marco as cars drove through a flooded intersection we will have live looks across the area throughout the afternoon well thank you for joining us here for First Coast News at Noon I'm Katie Jeff welcome in I'm keitha Nelson we do want to mention mayor Donna Degan will be speaking at right at about 12:05 her as well as uh TK Waters the sheriff here in Jacksonville we're going to bring that to you live as it happens but first of course we have meteorologists Robert spa and lisis Turner standing by they have the very latest for you at this hour well I I've been getting reports now of of visual confirmation of some water spouts out there and and Robert we were talking about that a little earlier this morning with some uh rotation happening there along uh portions of Glenn County so just offshore so uh folks saying they they had seen the uh some uh the some of the rotation there let's get over to the weather Graphics if we can I want to bring that comb back up um although standing water on the roads this is Katie Jeff's uh Department there we go uh is certainly a a big deal to report on now let's get to Tropical Storm Debbie 11:00 a.m. advisory winds at 70 so yes that does uh qualify as a tropical storm but listen a hurricane is 74 miles an hour so we're we're messing with semantics here certainly a very very strong storm at it center right now which would be very very near lioke uh and Swani River Valley putting a lot of water in the saani river by the way also in the okioki which is going to feed into both Swani River Valley and St Mary's River so over the next 10 days we're going to need to think about River flooding but in the meantime we get through the rest of our afternoon uh the current forecast cone has this Center going very near woss and Black Shear so a lot of rain still to come for you in W cross and in blackshire as well as in Brunswick as we get to Tuesday morning and evening uh the current consensus with computer modeling and the National Hurricane Center is that it will be off the coast of bufort or Charleston before slowing down and ultimately making a northern turn but look how wide this cone gets as we get later on in this forecast period That's because of how different uh and differing the resolutions are with the computer model so still need a little bit more confidence in how this is going to play out towards the end of the week in the meantime take a look at Debbie the rotation here actually seeing there at the end of this Loop Watch What Happens a little more convection popping up so certainly not done with this yet as we zoom in just west of Lake City a pretty strong thunderstorm that's going to be lifting into live o with Gusty winds lightning associated with this as well and this was the scene this morning in Perry Florida which is near the Big Bend where hurricane Debbie made landfall the storm then made its way towards Lake City which is where Tristan Hardy has been all morning along really overnight into the early morning he joins us right now with the latest in that area Tristan we saw um things being blown apart that's right keitha so right now one word to describe this weather here in Lake City as a roller coaster one second it's raining sideways and the wind is pushing and tugging on us the next second the weather will let up on us just enough time for us to get something to eat at least but right now it's the exact opposite I can tell you right now that those winds are trying to push me right now and it's raining sideways it's been an adventure out here in Lake City to the point where we've seen multiple Crews work on getting rid of debris on the roads on I 10 East some of the streets in uh in some neighborhoods are starting the water in some of the streets and neighborhoods are starting to rise a little bit we're still seeing people out and about here but like we've said over and over again uh throughout the morning if you don't have to drive then don't do it I also want to bring your attention to uh the the shelters that that you have um optional to you we have four shelters one of them is an Emer uh one of them is for special needs that's Westside Elementary but I talked to someone from the Red Cross who came from Tampa to Linda H over here in Lake City take a listen we are sorry to cut Tristan off there but we understand that mayor Donna Degan is speaking to give us an update on Hurricane Debbie let's listen tropical storm uh our local impacts looks like the worst of it for us is going to be over the next 12 to 18 hours we're going to continue to see those rain bands coming in and the winds uh gusting to to 35 45 miles per hour um we're continuing obviously to monitor the storm very closely but uh want to remind everybody once again um I know it's common sense but but everybody convinces themselves they're the ones that can go out and driveing and it's all good but but if there's a lot of water on the road please please just stay off the roads if you can there's no reason to drive in it if you don't have to um because that can cause you some problems if if you end up driving into deep water so um one Beach's update for you Jacksonville Beach I just told us um and that that includes um budget uh committee meetings this afternoon for for Jacksonville Beach so if you're planning to go out to any of those things those are canceled for today they'll they'll provide updates when those things are rescheduled um but with conditions starting to improve tomorrow the city is going to have everybody come back to work uh we will be lifting the emergency order at some point tomorrow as well unless we are very surprised by something uh that happens overnight um but uh we're also coordinating with our constitutional officers and our agency partners to communicate with their teams as far as all that is concerned um but again we do continue to expect rain and that rain will be heavy heavy in periods um between um now and and midnight and and some overnight and into the early morning so we're not done with this yet the ground is saturated and and there may be some isolated you know tornadoes there may be some isolated issues but all in all we're moving in the right direction it's going to be business as usual for the city tomorrow that includes our um our trash pickup which continue today and will continue tomorrow uh the bulk of our calls to 630 City have been about trash pickup and all that is going to happen uh normally again unless something really really surprising happens but that's the plan um we do still have three shelters open the legend Center The Landmark Middle School and lavilla uh School of the Arts uh those will probably uh stay open through sometime tomorrow we haven't determined an exact time yet but we'll let you know we'll let you know on that uh JTA bus service proceeding today um as long as it's safe to do so Skyway is closed however and the ferry just shut down um per Coast Guard order so you can't use the fair for the rest of the afternoon connection and connection Plus and Clay Paratransit services are only providing life sustaining trips today um and the one other thing I wanted to tell you just for your information because I think this is great um you you know you can always go to 630 or I'm sorry Jacks ready.com deie um to get information but we've had more than 20,000 new subscribers to Jack's ready app um since we started this storm it's a great place to go uh for constantly updated information on what's happening with um with clo me than anything else so it's it's great to see people availing themselves of that resource uh and at this point I will turn things over to uh Scott the National Weather Service Scott you may use my box thank you thank you may I don't think I'll need the box for right now hey good afternoon everyone my name is Scott Cordo with the National Weather Service I'm the meterologist in charge over there um over uh from now until about Sunset is when we're going to receive uh the bulk of our thunderstorm activity that can produce winds between 45 and 55 miles an hour otherwise generally winds will be uh about 20 to 30 miles an hour and with some higher gusts particularly around 45 along the inter Coastal way uh the St John's river and and near the beaches it looks like uh drier a is starting to work in across central Florida and for for Duvall County in particular as the moisture consolidates around uh tropical storm Debbie as it makes its track in into from the Swan Valley into SouthEast Georgia uh moisture will be starting to consolidate around that particular area for SouthEast Georgia uh we still have some concerns but our concerns are uh conditions will be diminishing to favorable conditions across here in duvo County uh starting tomorrow especially as the day progresses um we're not out of the woods yet for today we still may have some addition rain banding and maybe some isolated strong storms where it can produce Winds of 45 to 55 miles an hour uh with individual thunderstorms as well as localized flooding and after sunset today uh that convection or thunderstorms should be dissipating uh with still some lingering showers and heavy showers around the area uh with that said I'm going to uh pass it along back here to mayor dingan where shall we go next no no okay this just we'll open it to questions then anybody has questions feel free mayor with any uh possible winds coming like this gentleman said and like you said as well is there any chance that Bridges could be shut down at some point Well normally the threshold for Bridges is sustained a 40 but obviously that's always a a judgment call from police officers if they think that something's happening that's that's uh that that causes that to have to happen on a on a spot basis but we don't see anything on the horizon that would cause the bridges to be shut down on any sort of long-term um basis beyond what might happen in individual instances so I don't think that's a real concern mayor Degan how many people are utilizing the shelters are there anywhere near capacity right now we've got U just a about a couple hundred overall uh of the shelters right now so so not at capacity but but they certainly have been used okay all good thank you everybody appreciate your time so there you are hearing from mayor Donna Degan there talking about how kind of the update with what's going on with the city advising people to please stay off the road but said likely back to business as usual tomorrow um but still we got to get through today and we can see a lot of things like this out there on the roadways at the moment I believe this is video from the Lake City area where we had some kind of debris some tree limbs down and Crews have been working tirelessly trying to get this stuff off the road and it feels like today that's been kind of one of the big impacts we haven't really seen a lot of damage to homes or anything but a lot of stuff on the roads people getting out there getting like right there truck off to the side of the road right you know those are kind of some of the biggest impacts we're seeing here this uh this morning absolutely and some Street flooding as well you really want to be careful this is some uh it looks like power Crews that are kind of mobilized we've been hearing from ja and FPL saying that they were mobilized they were ready just in case uh you know we had widespread outages we have seen outages uh throughout the morning but uh it looks like at least they have Crews ready to uh assist and and this is kind of what we expected to see was the potential for sporadic poweres we did not anticipate you know widespread damage or anything but those down trees especially in some of those areas with the older Oaks and things like that and you know what as we go ahead uh through this afternoon that potential is still there as that Center of circulation kind of moves just right around live o over towards Lake City and not to mention we still have those trailing feeder bands on the back side of this so we still have wind conditions wrapping in even over towards Jacksonville and not and on top of that there's still that potential for uh tornadoes especially if we do get a little bit of daytime Heating in here it's going to help increase that instability so there are still impacts to be had despite the fact that you know this is waning in intensity uh the rain being one of them the tornado threat here too and still some Gusty conditions I mean look for example in valasta uh latest wind gust 47 mph not quite severe but that is enough to knock down some tree limbs here and uh you know we're talking about trash pickup knock over trash cans things like that 46 m per hour currently at NAS Jacks in fact earlier we saw a 58 M perh wind gust at the airport and Nas Jacks as well so where is this going well it's going to slowly drift off towards north now this is our kind of uh I wouldn't say worry but the the concern as we go ahead over the next few days is that as this moves towards north it's going to start to stall out we still have those feeder bands coming into it but just that lingering precept adding up rainfall pooling on roadways and River flooding and things like that so of course meteorologist L Turner is going to be back here in just a few minutes we're going to break down how long this is going to be lingering in our area and as we head to break here's a look at you for you right now some new video in of the flooding in the Tampa area now
