all right so we have bids from two contractors reputable contractors reputable contractors personally I would hire either of them um and so I don't know that we need to do this this year I'm not sure where we are for money on the town hall so before we do it uh I would want to make sure how much we spent because we still I don't know we I don't know that the painting is done is it J um I think they're done upstairs but they're working on they're still working on the hallway okay are they are they done in the hallway I have to check I don't know for sure but they're pretty close I know they're close but and then you have the ch's room the file room yeah they said they were doing that for free for painting he said they were coming that for free that's what they told CHR and I talked to the electrician today and he is coming back next week they're ready for him to paint finish to do the Finish electric on there so TJ can we there's 2400 left in that 24,000 we we only 20,000 begin right cu the original plan is to do the remaining four main room windows yes which obviously is a lot cheaper than doing everything well I'd say do them all at once because it's not going to get any cheaper price of Windows going up true well I just I don't mind doing them either way I guess um one of the we're not are we yes we live I know one of the contractors contacted me and both of the contractors contacted me yeah and they saided to do it all of them now CU it's going to be more expensive later later oh I certainly agree with that so so I'm reading through this so we've got there's 10 Double H and one picture now is that one is that because we did say we were going to seal off that back picture window right is that what they mean by the picture window upstairs I'm guessing that's I think there a side window I think that's a different measurement yeah I wondered about I didn't know what but G's um quote does include boarding up that back window oh cuz he says 11 plus that okay and that's remove old back Broken Window facing the police department right and I wonder if that's the picture window yeah mine is broken I know yeah that doesn't include it yes it's not so my question is yeah so we got a quote for it they just how many El do we have up there that need to be replaced 11 if it's the in the other rooms that are locked closet the bathroom we never replaced them all there's four in the main room yeah and then four in the you walk the whole building okay what's the difference for the top person's quote what's the difference in the two things the different one is doing I think probably one is only doing four Windows the other one is no I meant between Harvey and Interstate well what I'd say is we would have to find out what Windows the other delay was using which he has here think he in try yes he's got the sticker from the same ones that they were done last one yeah um the email from the first company says he recommends Harvey just because they're better quality I guess yes we don't know what what I mean maybe they bit them out based on Anderson or something we don't know I think they're the Harvey with the same ones that they based did all the other ones okay so that's the same as so whatever is up there right now is the same one yeah there well I I agreed with both contractors that we should stick with the brand that we have right so and one of one of quotes does include taking out that other one boarding it up and sealing off well yeah you can that's that's a $500 charge you go down to the second contractor I see got so it is would go down that much and presumably his would go up that much if that wasn't F but I'm still curious about what the picture window is I think it's one on the right side if you're looking at Town Hall the front where yeah they're all big double is there something in the back like back by the stage I think it's back on the side there is on the stairway going up there's a window right there on each side um unless door is there a window above that above it yeah small one oh maybe that's what it is that would make sense cuz it's just a fixed piece of glass on the right yeah all the way right that's right goes down the the fire I I got one well I would propose that we table a decision on this until our next meeting we can get clarification unless we think we can do it tonight on what the windows put that on the docket to remove stuff I look through everything I basically could find and it's basically what you want to do is remove the last article on sorry article eight and that's basically the actual decimal reading because correct that I mean makes it's impossible yeah uh oh and then so you're so what jery has replaced article 8 with the new article 8 which is the yeah just rebl Reed then so this is the re exemptions are the now article 8 versus no level I just added number 10 to it based on that law so we have to have a uh special town meeting correct no I don't think or not me I I want to I want to put a plug in for uh roosters there's a lot of people in this town that keep chickens that's agriculture well I'm my concern is we're calling it a someone might Define it as an U domesticated animal and they do go off when the sun comes up yeah and activities related to Farms agricultural farming as defined in I think that would fall under agricultural Farms or farming because that's under that new [Music] rule where they're basically exempt should we add something there it specifically said says this we probably should yeah this is this this explicitly includes cows and chickens because cows also mov and other Farm yeah so somebody might say well you're not really a farm you just have one cow we'll farm animals so we want to put it under exemptions you want to add in yeah I want to add a line in there exempting so 11 calling out just specifically farm animals right or we could put it at in 10 and saying such as paragraph sub paragraph that says this specifically exempts chickens roosters and cows goats sheep goats sheep residential settings I want to say something so bad but I'm not going to yeah don't do that yeah I think dick understood exactly what I was talking about uh that's that one I want to look up what's in the this law real quick well related to Farms agricultural SE as defined in RSA 21 col 34A so you want to see what the definition is there of f because it might not include somebody who lives lives in down his chickens long met driver what's that oh okay so wait it's not livock it's not 2134 a that's talking about a difference thing how about 31 colon 39 that's what I look up now uh purpose of penalties that's about regulated noise from activities related to Farms Agriculture and farming find in this livestock animals preventing domestic anims from ring free in public places is Cal that gives talents the authority to create bylaws in certain categories so that's the rule that says we're allowed to make the rules okay so if we could just add a if we could just amend this and have it say livestock includes livestock under Farm activities right domestic livock residential stings really shall be exempt from this rule oh you had a print up of 3139 here should just told me I would have looked up 3139 oh enjoyed the challenge all right so I'm proposing that we amend this paragraph uh item 10 under article 8 and add in parentheses domestic live stock and residential settings shall be exempt from this ordinance that's your motion that's my motion second amend that all right all those I I so next once we get that put camera policy um went through revisions uh took out a bunch of repeat stuff and just nonchalant information that really didn't need to be there um ran it by Dave he didn't respond but he kind of had the same notes that I did because I compared not with earlier yeah so I move that we approve the amended uh policy on Town Security Cameras as sub I'll second all right any further discussion on that all those in favor I I I get that one up and running next is 5D outdoor vendors and transient sales application so Southwestern Advantage this was the young gentleman who came through um doing door too we're just following up he was on a time crunch and we didn't have a meeting time he has a dealer verification on here and all that uh just looking for approval so we can have it in our record that we approved it I move that we approve the application for Christopher C now uh to be issued a permit for in the transient sales sales yep second all right any further discussion on that all those in favor I and just so everyone knows there are you know we have gone through and we've approved a few of these and it's mostly been for um these type of door to door salesman of these type of things any other ones have not really theyve been approved that I've ever seen we've done one other one before this and that was last year for basically the same thing and they're selling for their school yes what about the Spectrum internet guys they are not supposed to be going door to door they did not get any approval from this town oh you might want to that yeah they usually just call it call yeah I would think I'm waiting for them to go to one of the officers house and I talked to one of them last night and they said they were appr by the town so they don't know what town they're in just they said they went to the police station and police said they were just because they tried to sell the police to station mean they're good to go I don't I'm J if don't mind looking into it see if we have any other ones for them and and check with Dave and see if he told somebody he was good go yes please I move that we approve the following manifest uh they roll for Check Dat 7124 the amount of $1,191 77 payroll data 78 of 24 in the AM of 22,6 9308 and the reason for that jump is including the first week of summer camp uh payroll for the 715 of 24 the amount of $3,946 July 22nd 2024 and about $2,232 and that includes the fire department payroll accounts payable uh on on June 24th a check run of consisting of $200 on June 27th 97,1 14210 which includes $191,300 July 3 $1,392 127 which includes a $100,000 payment towards the tan Noe uh July 3rd $4,210 64 July 8th $1,978 60 July 11th $165,400 towards the tan note July 15127 41 which includes $150,000 paying off the tan note and includes $129,500 6289 which includes a $129524 payment to the trit tax collector for $223 tax lean execution money goes back into the general front this is a wash okay I'll second yeah any discussion move that we approve the nonpublic meeting minutes from June 20th 2024 as submitted I'll second uh any F discussion on that all those in favor I I move we approve the meeting minutes of the special town meeting on June uh public hearing for a special town meeting on June 20th of 2024 call second all right any further discussion all those in favor I all right and we have the am wait tax clucker supplemental warrants two these are a couple of properties that weren't classified properly that need to be added to the tax R did we do that do we have that was that the uh former Catholic Church on School Street I'm just asking they actually pay their taxes yeah I heard that was this one CH exception uh a whole $4 total so we what we doing with them add reclassify one was a subdivision that they was suppos to split they split into two so one one part was never created so that was created they got tax now the other was um put in as exempt and it was changed over to council okay well that makes sense do I hear a motion move to approve as submitted I'll second any further discussion all in favor I I you yep got it thank you while we're in that neighborhood where are we with getting our tax maps updated have we found a vendor to do that J it's under my my report your thunder we're on that topic now anyway so I'm well I have um y so you'll see in your packet a few different handouts I met with the vice president of CI Tech who we've used for years in most Town VI um you you might recall it I don't if you on the board too but there was a discussion I found I mean was three years ago but 2021 um they came to the came to the town and said yep we need to upgrade a GIS it was 90,000 we never did so um so our options are use them and upgrade the maps and the eventual BS to go to GIS because everyone's doing it that's what the vendors are going to require but we quotes from CI and staying with them or Avatar and then I'm working with um Southwestern Regional planning to see what they can do us either way it's going to cost U if we want to do the upgrade JS it's going to cost some money that we didn't necess budget for well I still feel I'd rather pay $2,200 to update the maps to $90,000 right wonderful as I'm sure so so the deal with CI has been that Mary had this deal was basically begging him to C I thought you said t c um so they sent a letter in 2018 then 2019 and then is21 so they basically don't want to and W update our Maps going forward unless we do up now just the regular PDF format so he said off the record it was a letter if we want to go that route and not make a decision on upgrading right now since we've paid him $2200 for multiple years now they would go back and do those updates and then cut off our relationship we have decide at at like 12:31 well I think what we need to do is we need to keep going because they're supposed to do it for the rest of this year and we'll tell them we need to get Town approval before we spend $90,000 right but there other options he doesn't even think we should do the $90,000 option okay he recommends the second one down there and actually Avatar's pricing I think is a little bit better okay so we don't have to decide on that do we have Avatar pressing in here yeah it's on the it's in their letter and on that sumary she all right so they if I understand I see it's on page two uh yeah that's a way better number yeah uh that's a c recommended probably their second level option which is still $42,000 the on screen partiel digital so the Avatar quotes include them upgrading us to GIS well isn't Avatar doing our assessing yeah this is a separate arm of their business no no I know but yeah but Winchester uses them for their Liv yeah I know uh and they do a nice job so I guess my question is I have more questions now that I start out with if I understand you correctly CI will honor the money that we paid them and correct our Maps yep through the this year that would just be that would be conent on us just giving them the list of changes the list of well we could do that right it's not that many and then they they take that and they verify it with the registry to make sure it's right so that's that seems like the most practical in the short term we've already paid for right I we've already paid for money back right all right and so basically he warned us for years and we just had well we got distracted other things so right so we're going to so the answer is we're going to do that but now we have to look we're wait we need to wait to get the quote back from Southwestern and then we can pick between that and Avatar is that correct Y unless you want to go stick with C with another option well we may want to do that too but we really can't make that decision right y yeah that's not the pressing we just want to get so I'm back to my original question which is if we're going to do the stick with Cai through the end of this year what are they going to update these Maps I'll have to reach back out and see what they time okay you know I don't know what they're cut off dat is we know we haven't done them since because any subdivisions that you have or changes would have been sub a survey would have been done and submitted apparently there's a way in our software to go on there you don't have a real subdivision if you don't the assessing software apparently can spit on a report which helps cool is that way we're not yeah so you so you're going to do this you're going to when what's your time frame for resolving this with I reach for it back out to them and see what like I don't know when they cut off their updates well I don't think this we wanted all 2024 we'd be you know we want all 2024 and 202 we could do yeah we could do three years now we should current where we are right now y yeah I'll reach out to him because I don't think you have that many changes right yeah he doesn't you might have a dozen yeah you said 10 to 12 a year maybe get that that would be a lot yeah I'm just thinking about what we've seen come through okay and then that takes me to my next question about where are we with property cards report um so that I'm still waiting to hear back I need to follow them again so I know there's other towns that are added to their list that being updated quite often so yeah all right and then I'm going to go back to the one you sub over Deputy uh story about old Bri angul donation request so Chief um reached out to me they helped teach a class at the cheser career center yeah and and I guess they triy this before and for some reason the Keen School Board said no but they want to offer to donate the ambulance with them and they would literally park it there and work then it like end on yeah but if even if you said yesterday it's again pending there I don't know why well I would and and and Mark is good with this yeah he helps teach and everything well so I would move that we offer to donate it to CBC second okay my only caveat is we aren going to pay insurance it's if we donate it it's theirs to it's theirs it's not ours anymore yeah cuz that's my biggest thing is that's probably why they denied it the last time was because probably they were thinking we would pay the insurance but if they they wanted as a vehicle like that well it's not going to be a vehicle any yeah if they want to use it as a training I got no problem with that because it's we're going to we're going to hand them the title here it's not mine anymore we get maybe $5,000 CU looking at maybe it's not I looked at that the longer it sits the less it's worth yep so I I had no problem with that um that was my C up all those in favor I I uh and this is the what's this T and public service or update what's that Jeremy oh yeah uh you guys asked about the final payments they hadn't invoiced us so but um we just did the final check R of all those off the interest that's being paid next week is the tan yeah so the tan all the all the principals paid off and today we got the final number oh so that's the last bit we that's all we had toay that's the interest that's left yeah oh that's freaking awesome that's not bad we actually C of check he said oh process last one yet the number change like it'll be paid off they don't you know how long it take the bank to write a $15 check for you I have had it done they they like to drag their feet and they pay you interest on and then this is this is just the act the backup for that the next thing yep all right and then this last one is support for public services did we finally get everyone paid on that yep oh good and we that's got the new one which is the very last one right the develop right that was the one that the town voted to at yes perfect uh I had an interesting conversation one of with one of the Manchester Alderman uh on Tuesday and so we uh you know we we have our issues with 100 Knights because they're taking the state any people there from Manchester well Manchester has had a homeless shelter and they took money from the feds so the feds are people there so their homeless people are being for out their hom shelter and their complain is exactly the same as ours which is these aren't even our people where are they get people from Massachusetts apparently they're playing they're playing Hot Potato yeah ver say that again Vermont Mass no so we're taking people from other states in our state I said think of because that's theze State okay all right uh do we need another nonpublic gentlemen all right then I will entertain a motion to adjourn I
