however the simple truth is that the deaths that occurred were all avoidable and those who lived in the tower were badly failed over a number of years and in a number of different ways by those who were responsible for ensuring the safety of the building and its occupants what strikes me most is the lack of surprise in the report I think we've known all along that it was not going to be a poo moment where a murderer would be revealed and in fact all the suspects were carrying the knife and we've waited seven years for for Change and it hasn't come um this report needs to be a catalyst for change we need to make sure that these recommendations are enacted without delay that the construction industry um changes the way it behaves thinks about the people it's building houses for thinks about keeping them safe today's report speaks to the lack of competence understanding and fundamental failure to perform the most basic duties of care we paid the price of systematic dishonesty institutional indifference and neglect the government ignored warnings about dangerous cladding from as early as 1991 it knew the risks but failed to prevent them revealing the greed and profiteering of an industry that has been poorly regulated by governments over decades
