anticipated on what I saw online that we might have some guests here tonight but I don't believe easier to [ __ ] online than actually um yeah that's all right I prepared to to at least let them be heard or answer some questions so uh we can jump over that section uh Ben should have the meeting minutes from the public hearing so all we have in front of us are the meeting minutes for June 12th I we approve the meeting minutes from June 12th second all in favor all right some of this stuff we can just run right through it's just again here for placeholders I don't know what how's Tobin been good yeah yeah good good caught up on all the mowing you can move around in the garage actually get in the back room y oh yeah no he's been good he's learning he's very green but definitely learning yeah um he a worker so you ask him to do something he jumps right on it um so we're getting close to the end of this um any update from The Well Company I spoke to him yesterday he said he should either be up there tomorrow or Friday finishing up okay did you see what the plan was they're going to pull it back up so they put the pump down in they tested it and they were verifying that the pump was bad pulled everything put the pump in and now they're not getting a reading so they're saying the wire something wrong with the wire so they're going to pull the whole thing back up recheck check the wire he's got extra wire just in case okay so and then walk me through what happens after that we're going to we're going to run it and see how much it fls test it well first it's going to get new it's going to get disinfected right we'll let it sit for 24 hours flush it out I'll grab two repeat samples so I'll grab a sample comes back clean we grab another sample 24 hours later when that comes clean should be good to go I'll talk to Tom M about it but it should be uplo and that whole bleaching and disinfections just it's a caution everything so just to verify that nothing's in there and then once we do that we're going to finish up theop yep finish theop and we'll talk about the other well um these I'm assuming we just T them for when we have time but any progress on find any of that water infiltration no I have a plan I was actually talking to Tobin about that we're going to get down there and clean that place out and get it all cleaned up figure out EX exactly where the water's coming in imp parge that seal it up is it stilling out Justin yep it's still coming out still coming in I think it's it's groundwater it's so deep that I mean the water it runs right off that hill right I'm just like there's no water Ian I dug down du down to the the the drain that they had put in and that was dry as a bone so whatever it is is it's deep so yeah like it's the water line come into the building the water line for the building in the back just you know I mean was just yeah no yeah I me are we pumping off our well steady well you would hear it it would be kicking on you the uh yeah like I head set up there I have a storm drain and a bunch of drainage in my backyard and it runs 247 I'm not shocked um I haven't heard anything from web on the pad or the containment uh generator Grant update so I I CC you just to get an update well we've got an issue with the generator right now okay um it didn't test so I went down it failed to acquire a signal so and it usually it runs on Wednesdays so I re cleared it out off the vfd they shut down shut everything off soon as you kill the breaker the generator kicked on wouldn't transfer so I shut the generator off manually transferred the transfer switch and still no power so I got a hold of powers power up yeah Powers up and he came out and the circuit board the brand new one that was just replaced smoked so I got a quote for that but um that's why I reached out to her to try to get an update see if we can fast track this because if it doesn't make sense to put the circuit board in if we're get a grant forand new one yeah I'm wondering if it's possible if we could talk about I got I got the quote for that circuit board it's 99 six um and I don't have a time frame what about the backup there's nothing in here for a backup cuz the last time we had to put a backup on it and that was just as much as that last time we we brought a generator down right stand um no time frame on the board and and I just got that quote just came in it was I just got it at like 4 o00 um and they confirmed it was the same power we put in then I mean yeah he says it could be something behind it in the back side of the unit that's smoking that and he said if that's the case then it's going to cost more money than just buying a brand new I mean right we just put one in it so I think there's something else going right you didn't have to pull the file on it I mean you can ask them the um do we want to get a backup in there you can't manually switch it the backup you can't manually well no you said you can't manually no there's nothing it's just not yeah it's not produ it's a voltage regulator that the board for the Vol regulator that smoke so so how far off are we for the gr I don't know I sent her an email today I have I pulled the file on that started thumbing through it oh you did pull the file on it for the oh yeah for the for the grant do you know what the file is for the thing because I'm just curious on what it cost us for that backup it was yeah I almost want to say the backup we put in line was more than this I think you had to run it for 30 days it was a 30-day minimum on gate and then you had to pay either you had to yeah you have to bring an electrician in hook it up or you pay them to hook it up my theory is if they're there they can get out well absolutely right yeah right a little diso we well that's kind of where I'm at with it right now was like on that part or no no but you know could they help us out it right there this 15 yeah yeah9 yeah we had it there for quite a bit if that was a total charge duplicate right oh one's a c one was an invoice that yeah this one's a quote that one's an invoice work order so was that the to I think that's for the rental and the repair Maybe the grant was a do you remember was the grant a 100% remember what generator was I well that's what I'm saying I would have thought it would have been all in if you have it in the grant maybe because we did get a quote on it she did get quotes they're in here I just wonder if this point it's possible to purchase one and get reimbursed the% it sounds like we're doing it either way and they' been warning us that that part will probably be no longer available right well I think we waited like eight weeks last time is that what took so long for it was waiting we were waiting on it you Gemini electric one for 54,0 125 I don't remember seeing any other than that we tried that was really multiple places that was the only real one for yeah um I would um I'll look for other discussion but I would say if oh he's at a trust he's at a trust fund's meeting he's going to be late when we T that until he gets back I would say from for just on repair purposes if we could just get a time frame on on what their board looks like if it's anything more than you know a week a few days to a week we're going to need that well maybe we should investigate to what lease on one they lease the caterpillar does I know I mean I know that that's what they were doing down in the like for the immediate future yeah if they can't seem to repair it the next you know by the end of the week or beginning so no matter they still have to you'll still have to manually put it on them right we go out no when they wi in it's ready to rip I don't know that's what I guess I'm asking because I don't know how they would do that if that control is bad then how would that be well if they wired into the transfer Swit yeah they completely disconnect last time if not I know how to transfer well that's I guess that's my question yeah a little sketchy but I know how to do it yeah just make sure everything's driver basically it's a metal rod you could shut everything down because it's 480 power shut everything off and open up a panel and inside there it's a metal rod and you stick it in a hole and and it's slams when it goes in so it could go wrong had to do it a few times you're insured right what you're insured yeah I stand in water when I do it if you wait too long you will have to all right we'll Circle back to that U me replacement I just put in here that you know this was something that that Ronda was able to investigate so and I do oh you do all right I was going to say maybe this is a job you pass off on to us I wouldn't be shy for the time being something you want us to do yeah that would be great actually I mean I can collect information right we can decide um this is the loan stuff they do loans and estimates okay yeah that's installed the prices with the meters installed can I take this folder and I'll do research on it we're not h r oh yes this is that was my medum folder let me give you another folder even if I cop of yeah yeah yeah I think we were just looking for some numbers on so we could get kind of a direction on whether we do it all at once or stages whatever payment plan is nice but payments are not I mean they're not while he's looking at that I don't want the other day so I don't know if we can like make him make up his mind I he I talked to Johnny again today I thought he was coming down here he said he's doing it he's waiting for BDM Arlington to give him an elevation on the what the elevation told me they're going to shim the road does that make we we've been trying to work with them to and and get whatever we need done in a timely caution so it doesn't affect him but it sounds like he's was going to do partially this year and finish next year started the year out with the road was going to be ground and left in in grindings in millings and pave next year right since that letter that we did receive from him till now or to last week it is being he wants to complete the project this Russ Justin he didn't lay it all he knows what he's got to do just on R La except the the elevation on the Rises for for mans mans what are your thoughts on that is something we can do or is it if yeah I would like to if that's the case I'd like to get started next week at least get a couple of them done a week on top of so you what did you figure out you had seven Services seven Services four man holes four man H and one hydrant we have zero CS all those parts we have two highx or no four high Maxes there's an anchor te out back two gates um but it's good to have high maxes at least on hand in case of an emergency well the hydrant was for water streak too wasn't it yep we have the hydrant for Water Street out back um I just have to go through Mega lugs how many mega lugs we have blankets cuz we're going to need to cut that tea out especially if it's a put in the anchor te yeah I guess the big thing is just to be clear to him whether you know if he's going to change his mind again that this is going to screw us up royally right like this this is the last you know even this is ping my I went out the other day and laid the whole street out so all the services are marked okay the main is marked where it needs the lines that need to be done all that's done as long as you're comfortable thinking we can complete our end of it all right I don't know what everybody else um but if you're not I think that needs to be said you know something happens we got to keep I think it just needs to be a plan I mean he's going to have to help you yeah I mean they're going to have to be there to help him so I don't know what his schedule's like and what his plans are yeah so if he's not available to help then which I was going to get a of him tomorrow anyways or I thought he was coming tonight cuz I got to get down I want to go down tomorrow and service the pumps at the pump station so I'd like somebody else there for find Space if not I can get a hold of David I'm sure he'll come down it's only it take me 15 minutes to service those pumps so not going to take long um I do have uh I spoke with primex we have a compliance Based training here August the 23rd Tuesday or I was going to pass that on to John as well and these guys come down so everybody has compli so primax is just GNA do we have to pay that I don't think so he didn't say anything he said yep I'll be down what do you want to do it Y at 8:30 how like in like would it make sense for Commissioners to be there so that way be backups if you ever need something to be the third guyp it's not so it's not like an OSHA certified training just so you know but at least everybody knows what's required you're going to have the requirements signed B up too y yeah he's got a man hold the PGE so to get there that was last week all right so we'll leave that as you guys are going to come with a plan um yeah and I would you know politely remind again um any clarification on what kind of services are over there my box nope I've stopped in there probably three or four times and I haven't been able to run into one I had number BS yeah what's the number on my yep where are we at on the agenda sorry we're down in at at we're going to Circle back do a couple things but um we're down at the Box you want to try that number or you want me to try yeah I'll call I'll give um as far as the solo project goes I think um bill is going to BR through that generic contract um not something we really need to decide on immediately but we should I sent the proposal out to somebody else just to see what they would do my guess is that you know it wouldn't be a PPA but my guess is that like if we were thinking about purchasing it in whatever five or 10 years that I'm wondering what purchase price should be like out of the gate because my guess is that theirs is well inflated the other thing we get 100% of what it creates yeah and not 90% like we we can't offset our whole bill but if we own it we can so just just for a number I I spoke with Aaron CA ke and he I think they still have like three years to go but he said they're they have no plans on buying it out he say he doesn't want anything to do with the maintenance on that yeah so have they been maintaining it a lot they say anything no he said that they work great he loves it he he said uh the summer months they Bank a bunch of energy and then winter time it it kind of it supplements so so is the Solar Company there a lot or what makes you not want anything to do with the maintenance he just he just doesn't want to take it over once once it's all over there's a lot but I suppose once there is right then you're going to get somebody out there who knows what Char I guess it's like one of those things when yeah um you know I know people to ra that been there 30 years they touch but just as a kind of a assuming there negotiation there I tried calling Hinsdale I left a message and back H or Winchester Winchester all right so we can kind of just they must had a Seine break in the diner room to know is really yeah cuz they've been in and out all day yesterday and today oh I bet that's glorious the diner just sits on concrete blocks right literally in the mud and every once in a while it shifts and it busts the sewer line then radiator flex pipe pipe for water right all right back you guys want to Circle back the yeah you waited for me for something well no it's not good um we had I had on another generator Grant right and and um Justin had emailed Sheila the woman contact about the grant just to see where we stand and and kind of what it looks like moving forward so the generator seems to have a similar issu last time at the communication board on it whatever you want to call it voltage regulator yeah um has failed yet again I think during our discussions here we were talking about how it I think it it took a while last time right like we had a we had a standby generator on site that we rented from ours up to get um get us through until that board came in I think we're going to be in the same boat now so I had asked just and if they can't fix it in the next few days that we're going to have to get that generator down here well a backup generator down and hooked up like we did last time and then um maybe we can clarify if we were to purchase a generator if the grant if we could get reimbursed through that gr I like the technical terminology here found that V voltage regulator smoked and not function toin was there when and he said it literally smoked so I don't so just for clarification this is literally the same thing that we changed last time is one of the parts and it seems and it seems that a series of mouse nests and other deferred maintenance items for this could be the cause of our problem he said it could be something behind the behind the uh on the back side of the generator as well that's causing it okay yeah there were some ice in there and he said I don't know how you're going to keep them out I used to have Mouse straps in there at all times I had one that I made out of a bucket that I got like 17 of them in one day all balls my moth balls actually don't work that it's kind of a um old W the old wives tail the um peppermint though yeah peppermint does be a lot extremely strong yeah yeah you got to they make like yeah cups of the stuff that's that's Stout but it worked pretty good well I the buckets work good one of the guys told me I mean you obviously have to have traps as well but one of the guys told me one of the issues is the wire is use soybean for the uh coating right so they can eat it and they eat it perfect I took took the P up and they eaten the spark wires from the coils like it was just a wire all the all the way to where it stuck out I don't know soy strikes again um so yeah immediate we got to do some then and then I don't you know and depending on how far off this I hope you get an answer I guess next so what what is what was the response on the generator Grant nothing yeah yeah Justin reached out today okay is this is this a regular like portable generator this is AIG show picture of 480 Vol what's Dave has one is it bigger than that yeah this is three phase oh okay yeah think pict here uh well it's okay it's old yeah it's in here Circa 1980 I believe right I think I think it's came came with a palm yeah yeah so the quote we got to the place it was around who know yeah one was that there's the old Bey right there she just just got a new one it wasn't that long ago no this is so just have P control a p control person come down I mean if this is literally what's going on here we're going to put a brand new generator in this thing and have I mean it's probably not made out of soy currently but wouldn't been on yeah that's true too so new cars yeah same thing yeah so if you got if we're having that issue we probably just ought to have a test control person come down and give us some idea of what what we could you be like on a regular treatment program with Keem pest control or is JP Pest Control or something I would think we could I know I know Joe is over at Troy yeah I would I would explore that for sure start with the bucket so we're obviously going to do this to start with get us going again yeah and we need a time frame because if it like again if it's not working within the next few days our track record we going to need a stand by on do we need a motion on this um the stand I think the standby is quite expensive so um I would say in order to not slow Justin down that if they tell us it's another eight weeks for a board three weeks for a board yeah things get real crappy if this if we need this generator right what you say we got two hours to good two hours before street level depending on the time of day yeah the middle of the night right after breakfast so Sunday afternoon when when the laundry man is huming um so I would just say use your better judgment on that on on whatever time frame they they do but we should probably at least theth get so moved days all in favor that I I Sunday and Monday the big day of the I think Saturday but it's actually Monday just the day we don't want to come in and put out [Music] sandbags feels rude and then when you do get I don't know maybe a whole bunch of stuff on yeah and again if you want me to take on any ofu I'll see this did you ask so did did you reach out to Ronda about the grant where she thought we were at with it no the woman no the woman the grant woman that's contact for home in security um okay um and just for an update for you we we did um they got some Hotes on financing some meters and I'll do a little they do offer financing the total cost to replace them all will be $234,000 who gave us that quote uh I don't know is that the person financing it or that's the person financing I just seem reasonable it's only like $500 a piece how much is it almost 600 56 that's installed it is installed yeah so let me let me digest it a little bit more that was just that's the 10,000 put 100 Mil hour with that 100 mph math what would the meter cost us like if we just purchased the parts and we bought a whole bunch of them I mean I'm sure we'd get some sort of bul discount that's 586 a piece two 86 per meter per meter yeah so inst huh installed yeah they're going to send somebody around everybody's basement and try and put in a new I guess it's only showing six of these but 366 of these so maybe these oh the six those are 1 in meters okay because it is place and put like one actually your meter is good I can wire a touchpad to that the one one self okay that's a that's a good more specific one self okay yeah that's a I when I went and did the manual read yeah the wire's already outside all I got to do is wire a touchpad to it and I don't need to manually read it anymore H what what happened to the touch pad no idea it it always had one of the one of those dials oh so I'm sure that's accurate yeah no we don't read that we go down in the basement and actually read it off the head so that's that should be good so I can just yeah like now that I'm reading it more it looks like this is to replace every single meter we have right this isn't doesn't factor out ones that don't need to be the 70 that don't need to be yeah the 70 eys but the thing is you you don't need eyebrows you can still run like the ones meters that Jeffrey gave us those are still compatible how many meters do we have roughly we know 460 yeah 62 or something like that yeah so it looks like there are some meters that do need to be replaced well it looks like they replaced at 372 M at at a cost of 172 per meter to replace like2 labor labor wise the rest is is the cost of the 's the total bill 23 4 234 588 so it looks like 63,000 in labor there's a $5,000 some software um there's a hardware looks like a base station with laptop must be for for the remote reads so the bulk of it is the is I guess my that was my short question was the how much is the equipment what portion of this 230 is the equipment it sounds like the B is the equipment the actual piece that looks like we put on the meter was what they're counting as 460 pieces right so that must be the radio units y 82,800 yeah so it's 460 of them at 180s I'll I'll digest the Met are yeah the non one in met are only a lot of one in looks like no not really yeah or six yeah roughly about six okay um what's the one with the longer is that a two in long two and that one's compatible already yeah so that doesn't need to be changed um I got some stuff that's done on here we'll see where it fits in I'll just keep R all this um we get touched on this at the end of the public hearing whether I don't know if anybody had any more thoughts on whether we want to give permission to hunt on the property of Jeffy we want to avoid that Al together who ask I don't know if I want to say that publicly unless we're not if we do it I have no problem but if we're not going to I just well you know this this is a it's a funny thing in new and you guys most of you guys are Hunters I'm going to back up because it's he wants to Bear Hunt which requires a state permit and he needs our written permission before he can get a state per okay because there's it's been a it's come up in front of the legislature and the legislature is has said in this in this last session they didn't want to change the rules on hunting but there are Advocates who want to ban you know bamb be king there's always this is a real thing uh but the but the law hasn't changed and it's very pro hunting you basically have a in you have a infestation problem if you don't so they they are changing a lot to make it more difficult with yes tree stands and right that was a big they wanted had to purple tag rule which I believe we defeated that but I'm not sure my opinion is I I don't think we should be calling them there that's just my opinion you don't think we should be be baiting right we're baiting by baiting him they you're trying to draw the be no I don't think you should be baiting them but I think you should be allowed to hunt there that's just my opinion oh yeah I mean I think we have people hunting property anyway you know you don't need permission for they just hunt the property we don't police it or anything like that this this just happens to be bear hunting which involves baiting requ requires baiting well they do no that's just how people hunt bear I don't think you're going to hunt bear on the property um I don't think you're going to hunt bear without baiting well I should come to Ville because they just walk down the damn I mean gotten bear out deer hunting but um stock and bear are pretty tough um the only yeah the only reason why maybe they know where they're safe I had asked is because he would it would be required for us to give written permission before he could even attempt to get a permit from the state so and I think if we gave permission to somebody but you can't bait would even bother I mean most be Hunters bait right like I don't know I I mean I I think I don't know all the bear hunt tracks I've been on with the dog I I think I've won one person one one person who was not they were deer hunting and they were deer hunting went by I'm sure yeah that sounds Street stand if he was worried it was going to come up the tree my my stepfather got one not baiting but he was sitting over a natural grape vine yeah so that can happen I've seen him multiple times going up West Hill you get up towards the end by tomman Road and it's like they're standing on the side of the road watching you they yeah I guess there's quite a bit of sign on B that saw a giant there a couple weeks ago soing that probably don't want I don't know anything well the I think Courtney's point is probably the only yeah that's that's what makes sense is we don't want to we don't want to invite the bear I don't the hunting is not the issue it's really just the we don't need to call them there yeah okay that's just my opinion I'm going to circle back to this next one at the end of this part here um RFP updates so the chemical feed part was awarded I think all that paperwork's done um I was able to how I was feeling last week get all the paperwork out to Dave Mercier to get that completed so I think we have a meeting next week Tuesday 10 a.m. here if anybody wants to join um it's just like a preconstruction for the C pilot equipment that'll be here um I did get email from Dave on or Dave got a reply finally from that's right you um from Shannon at at Dees um if you remember on our last conversations had talked about how um we couldn't secure any bids for the S because of some of the rules around Dees with bonds and stuff like that so David had asked for um a waiver of those requirements so we could go forward with bidding and and stress that we wanted to get it done this year and had to reach out for you know an answer so she did say um that we could move forward with um putting it back out has to go to the exact same people that we were put out we put the RPS out to before um um anyway he did wait that as long as and she had some conditional things for it so he's going to reach back out and and get those bids resubmitted under with their requirements so he and that was really the only hangup right so in theory we should be on back on track I mean we should be selecting somebody here pretty shortly right especially since they've already all seen the rfps we can wave the issues that they had with them um again they wanted us to use the exact same people that we that was one of their stipulations to use the exact same people so yeah I don't think that matters um when so far as um that Dave had asked that you make sure that he's calling it Lagoon 3 y has room for the sludge and you immediately replied and said that gave him a level where it was and he just replied excellent so we're uh we're on course I think David Dave's time frame was he said yeah late summer early fall he wants to be working wants it to be happening so that's where we stand on the I'm hoping to have a better answer or or time frame shortly again next week at 10 a.m. at Tuesday there'll be a meeting down here like a PR construction meeting on the chemal if you want to join I'll be slightly late but we have come in uh Tuesday next week I think you're gone um I'll touch on this while we're talking about Dave uh Underwood he had sent me a message saying that um he's having trouble getting the distribution distribute dispersement requests to Dees in a timely fashion So currently they were coming to Ronda who then gets them to Jeremy and then back to Underwood um but he says he has one that's dated from April that hasn't gotten back to him yet so I don't I'll reach out I got I just got this to so I'll reach out to Jeremy and just see if he has it he's aware of it and if we can get it back he just ask if I can try and move them along um if you have a hold up like that and it's in our office if you CC one or all three of us we'll make sure it moves through okay and sometimes I think things get hung up over there because it's in the we don't know what to do with this pile yeah cuz our first one went through no problem pretty quick yep that one doesn't sound like there a lot to do on it it's sounds like we just sign I don't he just gave me a quick he sh me a quick email just asking if I could reach out and see if I can end it alone so I will do that uh I have I have been getting final reads down here I've just been forwarding to eie yeah so she has them but I did get a a voicemail forwarded to me from J okay you got that okay yeah then that's I believe it goes to eie and she'll give me a final read yeah she'll get it back the voicemail from Jeremy was somebody calling you complain about their final no it was I think they're doing aing okay yeah they're just looking for a final read so they can whatever Pro whatever they do on the CL the one thing too I I got a call and I I'm assuming it has something to do with the new software but a woman got her bill and it was in the name of the previous owner well that H I can explain why that happens if it it has to do with when it transfers and when the pickup in the town hall comes from the transfer so the they she's lived there for a few years oh really yeah there's there's um multiple um I have some properties one uh two of which don't actually get mailed to me I have to go in and get them and then um one is my mother's new place that's actually going to the town of Troy somebody else entirely I don't know what it but it's but it's handwritten on the front of the envelope so they know that the system has bad addresses so they just got to go in and fix it right the one that went to my mother was that bill was wrong it was her you know meter and all that but the the um it was her on the handwritten on the envelope so they had made the obviously seeing the issue and and just need to make the corrections in the system and I don't know maybe they did while they were doing that if they're handwriting them on the envelope it seems to make sense to update the system while they're there I know that was one of the projects Rhonda was going to help with before she left so not before she left but it was on the list and she was leaving so it'll be great when it all comes together and works right yeah because I think the um the tax system because it's Avatar both of them are having the same issue like the the tax bill for the same two properties we got the same exact thing happening on the tax Bild so it's like a mirror image of some of the information that's going on in there so that's I don't know anything beyond my own properties but that's what it appears so you you're aware yeah was that School Street no South if it's William Ro where that one was oh that bill but yeah but the the final read was that was School Street was it yeah I I believe so yeah no the the phone call that we got was sch8 may not have been 38 it was 30 something um I did ask eie for a shut off list I got to I got to either email to someone who can print it in landscape otherwise it's going to be a nightmare to read and then a list of people that were on payment plans and what those plans look like just so we can to be the following one um we can have those here kind of go over them um I know we wanted these looks like there's about 16, 635 85 upstanding from last quarter and then there's a there's a very short list of of payment plans that are logical and Mak sense she sent me a what the form looks like for payment plan request we want to change that up I think again I'm going to circle back to this at the very so um if you have something we'll go to that now I'll just um I didn't have time to it up the operator's report but I can give you an update on what we've been doing the biggest thing is getting Tobin up to speed so I can send him out and do things and they'll know where I tell him to go um all the all the mowings caught up the lagoons have been sprayed I went and got some round up he sprayed the outsides so that's all knocked down it's he did he sprayed this morning so that'll be dead by tomorrow um we have knocked out quite a bit on the meter repair list and what we didn't knock out we've hung door knockers and I actually got a call today I called him back but he didn't answer so we've got a repair list is getting a lot smaller ni did you did you replace the uh what did the on 19 Central Square they the little reader thing yeah that's one of them I need to get in cuz I have to run a whole new wire to that okay is that your do you own that yeah I own it it goes from Curtis's apartment all right yeah I just need to get in the basement so I can run new and it's right you just let them know it used to be right on the back and I don't know I well like they broke it off yeah and uh you can walk right down in there all in there perfect perfect access is good good good um other than that it's just been trying to keep up with emails and data entry and everything else it's been really really busy past two weeks so oh we got the that composite sampler is all set up it's all wired um oh the only thing I need to set up is the ultrasonic and program it so I can start pulling composite samples that'll be a lot easier it says in our permit that our influencer grabs but um Teresa Pac seems to think that it's an error in her permit so she was going to check in on that okay because usually your influence samples are a composite but it's a lot easier just to grab it and pause it cuz I can set it I don't have to sit out there for a half hour and wait for the pump to get C so I can just set it and when I'm ready to grab it all the samples there that'll be good yeah so I told um Justin just everybody knows and then um if like things that AR just stuff like this like phone calls and stuff you just you can hand them off to me and we'll either around or or I'll take care of yeah you don't need to be making calls like this okay so yeah but just give me a heads out let me know don't be shy all I can say is no I probably won't so y I got Tobin's learned how to repair meters now so that's something I can send him out to do ni he's caught on to that pretty quick yeah while we're on the subject of to um job title is it just labor for now um while we're on the subject to toin uh what is his training schedule for certification to take the test I think it's December right it's the first chance he's going to have at it I think he can take the one oit but he won't get his fullon certification to do rounds and stuff right but yeah but he'll at least have he'll have that yep yeah and um yeah so we just wanted to tap some the first first go well so I had my intake interview today and the what it was 30 30 something people that took the test 50% of them passed the average grade was a 72 you need a 70 to pass so Junior was talking all about that at our meeting yeah I Mark Junior yeah the the grade the grade one was just as bad I think the average grade on that was 70 75 I regardless that just indicates that we need to have him whatever there was reading that book like it's the Bible until he's going to take the test yeah so what is the testing schedule June and December is that y okay and there was eight eight guys that took the grade 4 exam and they all passed so once you once you've done enough of that year yeah they say the grade three is the hardest out of all of them yeah they said if you fail the grade three just go for the grade four yeah essays and everything else um just just to back up a little bit what what um budget line item were we paying to open up um assistant superintendent it's just it doesn't doesn't mean that he's the assistant superintendent it's just the line where the money is coming from employee one employee two your job description and title is in the file cabinet not in the accounting system and that kind of yeah so that kind of opened up discussion into um what are we going to do here to try and be compliant were you able to get anywhere on apply for the waiver I couldn't find the waiver I went looking all over for that I'm going to have a I've got all the other stuff filled out but it won't let me submit it because I need the waiver okay did you reach out to dig no not yet I think I'm going to do that tomorrow if if you want okay because I'm going to have him if you if you think getting me signed up in in in there is a good thing I'll have him walk me through that at the same time perfect so yeah cuz cuz emly is the one that mentioned it so okay well reach out to him for the direction on that a staffing waiver is that it's the second so right until we can find somebody we need to be on a waiver to have only one Licor now our our backup operator here in the meeting they said it needed to be a one in the email he said it needed to be a two needs yeah it needs to be a two needs to be equivalent okay cuz the way they look at it is if something were to happen to me this person needs to be able to step in I just I figured that was what made sense but I know in the meeting they said it was a one and and there was a lot of cross talk going on so I no they just misspoken they talked about that a lot today they said it needs to be like a backup quarterback yeah so my first question is posting that job whether we hire somebody through it or get a reply that yet to be seen but we should probably post how does that work I have no concept that um like where to post it yeah what to put in it officially posted somewhere New Hampshire Municipal probably too should be on the toite Y yeah all all the basic places but and I know we're not going to get one I just I you know what I mean so having it out there is going to be good but knowing that we're probably not going to get maybe our lock does a full 180 and someone walks right through the door I'm not I'm not holding my breath for that I I just don't want to miss up you know what I mean I just don't want to at least I agree I think we should have it out there and we should keep it updated and um yeah and and then when you find somebody you can grab them and say well we hadn't posted right um the um but I do think we probably need to be looking at alternative Staffing Arrangements um you know some of the stuff we talked about with creating a a dual plan with with Ernie I don't know what his situation is now whatever still working on that with him yeah so because I well I guess Mike I don't know if I've cut you off or not but what is the um what what is the dees requiring from us paperwork to begin with so we've got some of that filled out just not not filed yeah we're going to change like we just got to change operator in charge and all that just that we did it with when when um Tom left we did it again I don't know that we did it when Nick left to be honest it again um and part of that will be that get that waer oper here and that and the response to that waiver will give us a little idea of what kind of timeline we have I'm assuming the waiver will expire at some point so yeah I've already filled out and mailed in on the water side so that's taken care of okay the way no no no just the oper okay um do you have a you have a file for the stuff like you're keeping copies of all this that I do not I mailed it in I can did they keep copies of that stuff up there and they basically contact form for for operator representative owner is the town um and I'm I'm actually going to be talking calling Tom Willis tomorrow I reached out to him this morning because we did get a complaint on the water rats to the dees so they were there and and I explained that to him by but I I told him I'd get a hold of him today and he he responded back said have Thursday I was surprised there were only four people there me the two guys from Dees and somebody up in front who I can't remember who that there was and my wife yeah your wife not even on her for non voter and and we did get a nice we did get a nice phone call on the voicemail the next morning you got to memorialize that yeah yeah it was it was nice little spicy a little bit okay yeah I mean ideally we we could have noticed it a little bit longer I guess um but when I I did pull up well I'll go back to that yeah yeah I was going to say we let's finish our our staffing probably the most important conversation of the night here so um other than posting so I if you should I read reach back out to White Water and I think they're going to be less than receptive so I'm going to have to really be direct on on what we be looking for and do I ask can you give us a what like what does it look like with a full-time operator like is that the question that I I would be asking is that I mean it is a question I can ask right is an a scenario but are we you know can we afford that a and well they can give us a price on that that's at least very cut and dry you know yeah I think that's what they were looking for fulltime operator provided by them they they handle all the payroll to handle all that part of it yeah they can handle and all that right like um but I don't and that would be our second that would wso plus they were one contacted when we were they the other on that showed up there was that was the the like the gang members or whatever yeah it could be when they there was yeah there was yeah cuz there was a few guys they had or two guys I think today that were there that passed I can't have six and I think we I actually got a discussion with three and that was one of them yeah I think the gang member guy you know was there well they came down here I was happen to be here and the way they were talking just being I I say gang member but u i don't I just concerned about well you've dealt with them right in Marrow is that what you're saying no I've never dealt with WSL oh when you got third party did you get that from was that a resource that they supplied a list it was it was a long list too two pages I'll just wrap it into my conversation with d and and I can reach out because we we know um Dan at White Water um and just ask what that what that looks like even if it isn't um yeah I don't know I mean if we're not even if it's even if he can't provide full-time but he could provide something um and then we'd have to ask Dees what is you know what's the minimum requirement let's say well I can give you 20 hours a week or whatever and if something happens to Justin we'll provide full-time coverage as your backup so you so you have that backup that's kind of what we're looking at um not not that exact thing but something from Ernie that would that would if some reciprocity there if if we could lean on that and hopefully get our waiver you know you know kind of ride our waiver for a while longer until we can get this solved problem solved um but I mean realistically with Tobin to get a grade two he's looking at three years right but now that's another thing too is you know dick is outlining the timeline for us on that right um there you he can credit up to a year and a half for various education things that he can do what are those things some of it's field workor I know he's done he's done um a bunch of sewer line work um for papis before this so how much of that counts if he's got two or three years of that under his belt can we get 6 months knocked off for that you know you know what I mean like let's find out let's let's find out what what the FasTrack is for Tobin to get to these various you know grades you know get him the get him the one is if that's a full year and but it's only six more months to get him to the two because of all the other experiences he has um in his past and some education that we can put him through between you know along the way um let's do it so it did seem like um dick said in a perfect world he said no promises I know he was he kind of tempered expectations but in a perfect world you could get it done in a year and a half if you have you know if all the stars align well let's find out what those stars are and see if see if that can happen because it does seem like um Beyond bringing in you know a contractor or whatever yeah I'll the pool to draw from is I mean did you get names and phone numbers today when you were up there uh I did everybody in the two class like yeah I did get a name of somebody but he lives in Vermont somewhere so all right go to Empty Apartment send him down I don't I know he's not happy where he is yeah okay well well it's yeah I don't know I don't know if you can get that list of people that were in that class that not the 50% that were below the 70 average 72 but um anyway yeah we got to P does matter to the dees no it doesn't if they pass and they have a two license they they less than 70 wait did I no I think it was an average of 72 so I'm assuming it's taking in there's all the people that fail measurably than the people that did well yeah I think that kind of covers that I'll just I'll really just I'll have a pretty long conversation with the and so while we're on the Staffing conversation so we're going to do an ad who's going to do that who's going to handle the ad we're going to know what to put in it yeah I mean I don't mind the ad before can't you just I can see if we have another ad something on the computer okay if you do forward to me I'm sure there's something on there I can handle getting it to the proper places we can send it out and edit it if we need to but um I think we can be real generic with it and at least start a conversation yeah just the certifications the minimum certifications is really right or minimum education or minimum whatever we need to put on it um honestly would take somebody that isn't a um oit somebody that's actually got their grade one yeah that would not be a bad thing so that's probably what we should put in the ad is minimum grade one cuz if we got somebody grade one we're halfway there yeah you know and we can work on we can work with that Absol you know instead of starting from ground zero so so let's not limit ourselves to grade 2's only and yep let's do that so so that that's good um we have two full-time staff one we're going to be putting on some sort of certification track and we're going to be putting an ad out for the what is it o r o operator and in responsible charge o RC yes yeah oit is operator and training yeah o RC y so we're going to be putting out that for hopefully a second person for that or somebody a lot closer to the the backup y so that's good um we should do some sort of we should look at hiring somebody for like office admin stuffff stuff that can be done here um I was down here in the files um getting some information together for um for the attorney and um it it could it could use a modernization um there's definitely some paper files that I feel like probably could be should be digitized if we had somebody that could just scan and put it in or whatever um something along those lines somebody that could you know handle scheduling calendars and things like that for for the guys that are out on the out on the street yeah um because it seems like there's some you're going to be managing this person but I I don't think we need you on the on the computer you know putting dates and calendars you know that it feels like we need somebody to do that but we don't need we don't need a full-time person down here our payroll and our AP is being handled elsewhere and our billing is being handled elsewhere but then once billing goes out there's going to be some support that that office needs from down here and you know have having somebody that's gotten you know familiarized with this with the setup would be helpful um I don't know exactly what that looks like but it seems like a part-time position to start with is what makes sense because we're going to be dumping wheelbarrow loads of money into the whole operative part of this thing um we don't need to be doing the same thing on the on basically office admin work so I don't mind paying somebody appropriately for their for their you know time and per hour but we don't need them here fulltime with the full benefits in the whole nine yards so I think that's what we should be looking at I don't know what you guys are what are you think for wage rate honestly I I don't hourly part-time we have more room to work actually we have way more room to pay up on that right you don't have $29,000 in healthare plus plus plus you know so um and that's what's unfortunate when you take somebody on fulltime is you really have to cut their regular pay right and they they don't they don't they like well the benefits are I don't need them you know I don't you know maybe I'm a young person and I'm healthy and I don't need all this you know whatever so um buy up to $10,000 right yeah right but you do have to have a um comparable Health Plan whether year on other half or whatever yeah so that is a nice deal if they qualify for it but in any case um yeah part-time you know something sub 30 hours what are your thoughts yeah absolutely could you do it with 20 or 25 hours yeah yeah could they yeah yeah I mean that's what we need to start with oh I mean I know I get it yeah you're answering the question I yeah I I may have someone so oh yeah you could refer that along sure we take what we can get I guess is what my why why I quickly respond that's always a mistake too I mean not the person well if you got the qualified person and they can only offer us 15 hours I'm pretty sure you'll take it yep absolutely yeah so well you have to know what you want them to do too yeah I just say okay you're hired there's the desk no it is trust me well I and just just in the hour that I was here the other day there's a bunch of busy work that that um I could see that you'd want them doing while they don't have anything else to do I mean they're going to have other things to do but they're going to need you to show them what you're looking for from them Y and in and you're going to be out on the road and this and that so when you're gone they're going to be able to do these busy tasks to get things kind of sorted out around here so sure um and you you guys are in early in the morning uh yeah I'm here at 7 so than would you want somebody in at 7 or 8 yeah that words so I'm here well this morning I was here at 5:30 but well we won't count that one no it's a little enthusiastic I well I had to get the rounds done because I had to be in Franklin by 9: so so want do do we want what do we want to do with the um parttime position do we want to make some sort of somebody something up yeah I in want posted to the same places or not all the same places right post that somewhere what do you ask yeah no that's just what do we want to do it I don't know if we need to take a vote on that probably should if we're hiring it yeah I think kind of it out we this is the second conversation around some sort of you know office here and whatever that entails so yeah I if just thinks that they have he has the hours for them yeah whatever we can do to keep would it be that there are sometimes where it would be 15 hours a week other times that it's 30 or is it is it an even flow I think an even 15 would be yeah Fair yeah because you yeah because you're you're going to do you can't do 301 week and then like nothing the next week because you'll need to be around so and that's not fair to the person doing it it's a lot easier for somebody that I would think for a parttime to have some sort of consistent SCH well yeah I'm just trying but listening to the conversation yeah try understand we to and then maybe it gr from there may can do and you're open five days or four days like licensing or something like that uh yeah what do they call it a uh multiplant endorsement right so all Ernie is just has to speak with his um um the town executive or whoever she is and get the good graces and when that goes through I can submit a plan to Dees he's already submitted one for us so I would have to submit one for yeah for them and is that what is that the multi- toown endorsement that's what that is one there two plans in place and they've been accepted and approved by the various the state and the and the Y governing body or whatever okay and what what will that allow us to do give me a break right right aak a right but so so he could literally come here and do you know because I think one of the things that was talked about in that meeting was um like liability like where is the where because he's not actually thec so he comes over and he does some functionality or whatever but he's not the liability is not on him exactly um so how is that baked into the plans yeah so in that you say whether you're uh the backup operator in charge which I would not be y that means you would have the liability y okay so like if something happened to him I would have to step in and be full-time there y yeah I wouldn't want to full time and same likewise with Ernie I'm sure you wouldn't want to that's a lot and I'm sure the state would have something to say right like yeah I me some people do that they but they're also some little tiny system or something yeah or they're not the operator in charge of one plant they could be like the backup guy for one plant and backup for another Okay so the chances of both of those plants and if you're you're the operator in charge of a Grade Three grade four plant that's got a bunch of Staffing people they're probably not going to let you do it because you've got enough going on in that one plant yep um so so you would you would just select that that it's a cover position or whatever yeah okay and basically those two plans their plan and our plan would mirror each other they' be basically the same thing it would just be their town and our town on the opposite PL yeah okay and basically would be like what we said perum Y versus temporary thing just y so operators don't get burnt out yeah day off here and there it's good I I I'm anxious to see it kind of um be yeah being utilized I'd like to see it run for a little bit and see if you know you do get some reprieve and he does and you know in in a time of need and and then as you get more staff or whatever and things get solved keep that in place because it seems like it it's not totally unlikely to happen again yep are they have they posted for is he alone too so already posted there I believe they posted I'm not positive and he and he hired somebody for a little while didn't he yeah but that didn't work out no okay no all right they didn't like no a little different okay did that kind of yeah no I I I I think we're yeah I think by next meeting we should have a lot of these things underway right yeah that's that's that should be our you know self-imposed um yeah due date okay um other than that I just I you guys we all got emailed from from Janet today if you saw that I don't know if you saw my reply she was correct in that if I'm understanding it right the way I'll be honest I felt so crabby when rad sent me that I I literally signed it and sent it back to eie so she could include it so we holding building off so it looks like what happened was she failed to take out the original 1500 cubic foot charge um it actually her charge would have been like the way she described would have been less so um the actual charge was more um her equation just again failed to take out the original 1500b foot charge so I replied out I I think I replied all so really got and just for knowledge I threw in greenville's new r i when I saw that um I thought boy wouldn't that be nice to share with the rest of the town so let's talk about it at length well I mean so like 50 bucks a gallon or something so here here you know when we look at other like she had sent me comparison with Keane which is fine um but Keane obviously has a lot of commercial users and and a and a way larger system than we have so obviously generates quite a lot of um when I go on to the um that usage rate chart Thing by University of North Carolina um it classifies Greenville as a similar system to ours both in how we treat Wastewater and size we're both less than 500 users we're like like almost the same number of users right going to get and it's close you know geographically so it works out pretty well um they just changed their rates from a minimum water usage of $115 a minimum sewer charge of $340 and their usage rates stay based off there is off of gallons and not um cubic feet so I little conversion and their usage they it doesn't state where their usage stops so I will keep that so people understand that but they're over usage charg 1150 on the water side for 1.33 I mean 133 cubic feet so 1,000 gallons and a $34 fee on the sewer side for for the same 133 cubic Fe so considerably more than ours just a minimum it's it's $100 than our rate um and they their over usage Fe that are also more ours considerably yeah minimums little I don't know they're not part of that they don't report to it this that the the usage thing that I look at and actually when I was looking I I did a search for rates around and and they had just changed there so there was a nice um public hearing notice in that with the rates on pull that really quick um yeah they just have a small little water district like 50 houses or something I which makes me think it must be incredibly expensive to operate not considering the fact that their well is on somebody else's well from what I gather yday we consider about redoing it all and it's a complete nightmare all well well our our minimum our new minimum sewer is 105 just to just to give people a comparison um the minimum water sewer for um the same very similar system is 360 over in Greenfield so you got to that's everybody needs to understand that's we're not what Dees was saying at the meeting is not farfetched I mean we we they want us to get to that 360 yesterday so yeah and I I mean I it is what it is right nothing is everything has doubled and tripl race regardless of that it has for us a cost perspective on top of it and unfortunately we're we're the face of We're the four guys who have come into a situation where rates weren't raised for a long time anyway so it's it's yeah when they were it was raised like $6 a quarter that was 2021 yeah so it's not fun to be here but I do appreciate the group we have and I don't know whatever'll just roll well one of the while we're talking about that one of the complaints that um that I received was um the fact that we did the increase um after the quarter so the increase was applied to the quarter that has already gone by and um I I couldn't agree more with their complaint on that front U my response to that was um in the future I we I think we should do it differently I think we should we should try now that I've got a we've got a good rate calculator for our town that we can we can kind of plug numbers into and play with and see what how it's going to impact the various users um it's going to be easier to um to to kind of make do rate increases and do them well ahead of time but I think we should do it um with the billing from the previous quarter we should let them know that next quarter so everything you're using right now is going to be build at a new rate so that should they want to change Behavior minimum minimum users are nothing they can do they just there's literally nothing they can do it's just going to it's going to make no difference to them and that's some people maybe it's time to go buy a energy efficient toilet or exactly so hour a day at or instead of four or something exactly so and what the way I described it was when I was talking to the the person that had complained to me and I said yeah yes giving somebody the opportunity to adjust Behavior prior to the Bill taking effect um is something we should be doing so if we gave them you know hey every every gallon you use going forward is going to be at a new rate and it's that seemed impactful to them and they wanted to make a change they would at least have the opportunity to do so um my my guess is that 95% of the people are not going to um there's a lot of situations like all the apartment houses that this it but I and I'm sure if you look at your bills I mean I know who lives in these units these apartments and the consumption behavior is wildly different yep from unit to unit and building to building and you three you would think three unit building three unit building would have the same roughly the same bill but you my wife and I are completely opposite you know do we shove water off when you're brushing your teeth you know what I mean or she's completely opposite me I I have one bill that went through the roof this quarter based on usage and it's because the tenant who no longer lives there couldn't be bothered to the toilet would leak that's the worst and he wouldn't wouldn't let us go in and do anything about it and he was offended when you would say your toilet's running because the other tenant in the building could hear it and it was driving them nuts and I saw the you know when the bill came it was $1,100 yeah and that's just that toilet that's the only variable in that entire building yeah we got a lot of high water bills when Co hit and that would go out what supposed to change nothing you're home all the time yeah you're home humans are creatures of habit we do the same thing every morning for our routine when Co hit it blew everything up you've got working from home now that's big your kids aren't in school so yeah it adds up so I so I did say that I would speak to this at at tonight's meeting as far as that concerned um and they they said you know is there something that could be reverted or whatever and my response to that was um no uh that would be a an accounting Nightmare and and really we you're just going to kick the can down the road because this the the increase is going to come next quarter and it's going to come with a little bit on top because we we didn't get caught up this quarter so and we've got we've got a budget to pay for this year that if we didn't have this increase in place for this quarter we were going to struggle to make budget so um yeah well may aopa to the to the to the U water the rate users you know the rate payers I think is in order but um and we'll get it right next time but um in the end this is it is what it is so yeah we did and we did de on a rate prior to obviously the public hearing which was right around the time of the meter but yeah I still agree when it's very easy for us to do it you know the quarter before if we you know now that we got a how frequently are you going to evaluate your rat so you're going to be I mean you you know you come to us with a budget every year obviously and obviously before the voters um have you and I I have the I have the sense being critical that maybe it wasn't the budget wasn't looked at in the sense of we should be looking at what our rate is going to be for the coming year so is this like a change in methodology where you're going to say just like we do with a tax rate where we say well this is this is what this is what the costs are we need a tax rate that gets us to close the gap I don't feel that necessarily has how this has operated previously that's why're where we are I think what you're saying is exactly what we're intending to do going forward build a budget that can be funded by the rate for that year so if we are if we need to up the rates to fund this budget then that's that's what we need to do and obviously the budget is built the same way all other budgets are built expenses expense control in place and are we going to be looking are you going to be looking at that number again in October annually we would look at we yeah we' look at it yeah so it it's possibly there would be another I don't want to set the world on fire here but I'm just asking The Logical question would you come before us with the new budget this fall are you going to be are you going to evaluate your rates I think Point well remember that um I mean I would if I was sitting over there but yeah if we have a little bit more if we um we have a little bit more cushion than the town does because any um any money that we raise above and beyond our budget we put in our operations account so we they'll stay here so we have that to work from should we need to should our rate increase um lag behind our budget increase by a little bit um but I I think what would make sense is to be doing our um doing our our rate increase for um not the First Billing of the year but the second billing of the year every year so we would send we would set our budget at the beginning of the year send out notice to everybody that beginning you know the next billing period you're going to see an increase of X and that should that that little bit of Gap should be should be covered by the overlap from the previous year that's that's how I would do it and and then the increase would be not just to cover the budget it would be the budget plus savings plus a little extra so that we could cover that Gap year over-ear so that's how that's how I would do the the math on that yeah does that make sense am I explaining that yeah I just my and it certainly makes sense to me I just wondered what the timing process was if we're going to hear it in this budget session which it sounds like we're not but we're going to hear it in the spring afterwards right yeah the budget will once we we grind out the budget figure out exactly what we need and we're actually this year we probably um now that we're starting to lay out a lot of our staffing um approaches and and obviously third party wasn't working so we're going to be doing all this in house so we're going to have a little better idea of what we need to put in the budget and by you know second billing of 25 would be able to set a rate that's going to cover everything so and that should be done annually even if it's just a little bit like maybe maybe the notice goes out and says hey everything's been going really well the the last six years of increases have have covered us and we don't have to do an increase this year maybe that's what it is but an analysis should be done in on an annual basis not every not once a decade once a year so well it has to do with what the inflation right is in the outside world too yeah oh we're playing a little bit of catch up yeah right um okay other than that I have some nonpublic stuff need to any other thing anybody want anything on next meeting's agenda anything we didn't discuss today that needs to be disced I'm going go over some compensation stuff contract okay okay motion to go into nonpublic under well I would like to address you under nonpublic
