Town of Troy Board of Selectmen Meeting 7/18/2024

remember I know where you were link that's usually all right we're all close we're all up been running and one person's actually already watching wow all right so calling to order the Troy B s meeting at 6:04 p.m. little late a lot of other stuff to discuss tonight so we'll just jump right into it uh board member comments we going to start with uh new real quick um so the chicken barbecue for the wck is this Friday tomorrow at on the common that's the $5 too meal that we're doing uh and Saturday the Troy Historical Society is doing their uh annual uh craft fair sorry uh and that's going to be from 8 to 3 8 to 4 Saturday it's still going on yes it's still going on uh the tables uh they're not renting tables out so if you want to participate with this as a vendor you can get a hold and email the Troy historical society and call them and let them know that you're going to be there and what you're going to be selling so they can keep track of it because it's their permit and going to be live music uh I think tomorrow for the chicken barbecue at the rest uh other than that the family Funday with the fireworks was last Saturday a lot of people fireworks um people seem to be happy about it and any complaints about it uh summer camp is still going on we average about 36 40 kids a day kids are still having fun um the only thing I wanted to bring up is uh we had the opportunity to meet earlier today with uh Kim chaffy from The Depot commission rail car commission historical society and the site at the Depot is very popular with tourists if you're not aware of that it's almost a constant flow there but the folks that are on the historical society that have been working to restore the rail car are short of hands more than anything and so if you have an interest in trains I mean come on who doesn't like trains and um would like to be involved or even a little bit I'm sure uh Kim would be happy for the help and she'd be happy to chat with you about how you could fit in once in a while I'm sure would be a big big help so other than that I think my comments are Best Kept short so we can move through a very heavy agenda this evening all right I'll just say I'd like to thank you both for covering my meetings while I was out of town and uh there is a trailer on Cory Road SL Route 12 12 you'll see it right there by the town sign it is allowed they're working on the property so they're using it to cool off during the day stuff like that so just in case anyone sees it and is worried it is approved it is fine to be there right now so they can do their work and then have a place to get off and cool down after the work and such um any other public comment seeing none all right we'll just go ahead and jump on through the the um new business we have a driveway permit [Music] for cross 9 uh have you looked at this John you must have yep you're okay with yep 28 lot 2B try everybody talk to the contractor and Mark it all out for them I move that we approve appr the uh driveway permit as signed off by the road agent on map 282b second all right any further discussion all those in favor all right next we've got um should this be non public uh public record okay we've got a list of tax Lan and outstanding balances as of 73 2024 uh they go all the way back to 2020 2020 2020 they go back oh that's only four years so I think we just want to note this C the total amount we have a might be on the very last page noeh we didn't get that ages are 11,000 17,000 gother back it owes us $839,000 so it's on the second page on top 1.1 million yeah we got 1 um although I don't think we can count the that last one so we take up the 800,000 so you're looking at like there's 15050 about $300,000 and most of them they're all none of them go back so far well some of them do yeah some all back 2015 15 17 uh right I think in that special situation yeah want to go all the way back different special situation so I don't think other than the one that may already be in litigation I don't think there's any that can really be collected 21 there's really no action to take here no it's the last page of this one they've got a list of prob what they're doing foring to Bean or to be determined the dates oh this is okay so this is just an update for us there okay makes sense yeah okay um advertising sign application so this is for ad Beres we told them this fill one out yearly uh which they did and we approved did we do that the last meeting no came in after that they came in right after you told them they could already put it out oh okay now I did know this they have signs they have three different signs out there they're at different areas well that's the way they've always done it right they're like obeyed FY yeah yeah that's it I move that we approve the uh manad nber's signs as submitted I'll second all right um so under further discussion just so people know we do not allow signs on the common the circle unless they're approved by the board so that's why signs have been being removed unless what of the signs well even CL sign we don't want them to com because they hit by cars they have to be inside the fence they can't outside but I don't think we have the legal ability to do that we had this conversation when we did this before the the road signs like there are on the North Common you can't take down political signs triangles we allow political signs but advertising for businesses and no we don't allow that no but the political signs we allow right but we can't really put them on the like the actual circle of common because they're actually in the road they cannot be scooted on they're basically they've always they've always been on the triangles right they're allow on the triangle which is yeah I have no issue with some people have tried to put other signs oh where they hang over 6 in into the road between the fence and the curve yeah which is even a political sign we'd have to we'd have to have it moved inward which is why I said they could put it inside the fence line but not outside it looks weird can't read it yeah but how it Beed just put it where it goes right but not everyone thinks that quite the collection going I know somebody complained on Facebook they said if you want to come get it you can well anyway they have bottom line is mades did it right they applied and you got approve we got three berries wait we got berries yeah blueberries all right I guess they do that um we got four intent to cut signs I move the we approve the intent to cut on map 31 lot 8A uh map 28 Lot 8 a map 28 watt 6 map 28 wat 6 M 13 lot three I'll second all right um any further discussion all those in favor yeah speaking to cut there's some possibly some intent somebody doing some logging up on Bigalow Hill and I believe do not have an attempt to cut oh we can easily check that can we send uh I guess it would be Dave up there or I think it would be Dave let first check and see if there's any intent to Cuts up on big and then if there if Jerry can you if there is not a see if there's any logging actually going on and then if there is see if you have a intent to cut on it that we signed and forgot about and then if there isn't send Mike up there to look at it and then contact the property owner does that make sense yes um I know more detail I didn't know public I don't want I don't know if it's public information or intent defense or public right because I was notified last night after the planning board meeting that somebody's up there with a skitter cutting trees and all stuff and there is no intent to cut that I'm aware of that person doing well well he's going to verify it and then we'll go through the process okay the fact that they didn't go through the process doesn't mean we don't know the process so we actually got some complaints for the noise on this and it was in your packet I just learned it but logging is exempt from some correct yeah and then that's one of the other things we got to schedu tonight is for the public hear on act um so the guy the guy I miss on Nate it's his first time logging here but is emailing sent back and said everyone in Town's been great to work with he goes I'm going to have him start at 6 rather than too much earlier yeah to help a little bit am yeah it's actually 7 by the time they set up no that's a you're they're exempt from the the actual like deal level but the time frame they can ex they can't start until 7 and they have to stop at 10 so we got you remember that bill in the house sck be exemp exempting um agricultural use for sound ordinances yes I there was some it pretty much went through I believe sometimes you get some weird stuff in there okay he's going to meide next will be the uh review of the budget year to date where we're at when is this current from 7:15 this according to this we have 56% of our budget left that's good we uh a couple probably be over [Music] Deputy treasur do that couple bucks here couple bucks there it's penny nick one diamond yeah I mean if we were long as the bottom line correct I think we're doing pretty good so far this year the Audi let me find your let me we haven't paid the Auditors yet but we know we're going to get a big invoice right and we know we're going to get hoping legal stays ambulance servic is paying for basic phone service yes they we go through this every time we does we need a hard line because of 911 same with the police they're in the same building but I'm wondering why their line is hit negative and we don't put money in it that's the only reason I'm wondering this I think it was only funded for a dollar right yeah I'm looking at the police department's budget I just want to see if where there's telephone charges they have nothing oh no there it is oh it's being split so we need to make sure we split that properly I am remember he took that one from me we'll fix it before we get there yep definitely speaking of your department where we at with your your uh new truck it still yeah that's your truck I got an email back from Mike last week they're looking at November oh they we had to move it out of here because we have no control over that department they like to spend money and not what department water inser oh we had it moved out of here because it's technically it's part of the town's budget they themselves well they're 10% over what their revenue is their expenses exceed their income by 10% well it was during the budget season we were asked how much that the taxpayers are going to be pay above and beyond and they said 10% so Revenue coming in for being charged uh is taxpayers are paying 10% I don't know that I'll next me as I'll make sure I ask we did that all right onwards and upwards I move that we approve the independent contract this agreement with Michael M Master M out M uh doing business as Phenix Contracting Inc to provide services in the town of Troy as a code enforcement officer I'll second on the back page one L Cool all right any further discussion um so the only change for this is that Mike has moved so our previous contract with him for building inspector was buil from you need a because he's a contractor what you need is before the end of the year you need an updated 1099 I'm talking about get mileage Oh so he used to be from his apartment in Winchester and now he's in walpool and we don't want to pay that extra well so he Chester and Walpole are the same distance from Troy sure it's 20 minutes that way or 25 minutes that way so he he proposed just doing it from the town hall there because that's where he be coming from whatever works for him all right um all favor I Jeremy can I make a suggestion that if you're in the office tomorrow uh you talk to Amanda about your to ask get some help with your labing because she has a she could she can show you how instead of you writing in all these things by hand yep she has a little system in it just says just so you know all right next is P9 forms Timber cut forms taxes yep so this is the form after the submit the reports of their Cuts these from last year so I move uh to approve the pa9 form for the yield tax on a Timber cut in the amount of $538 46 for map 24 lot one uh operation number 23-4 53- 01- T me to do all three of them uh I also move we approve the pa9 form for the yield tax on a Timber cut the amount of $2,173 38 blot 4 for operation number 23- 45306 DT and forther we approve the pa9 form for the yield tax on a Timber cut the amount of $1,495 23 for map 29 Lot 2 for the operation number 23453 d07 DT I'll second right any further discussion all those in favor all right all right uh next is the transfer station fees sticker schedule and Staffing as he wants I move that we approve the proposed Troy transfer station fees as submitted and I move that these be effective on August 1 of 2024 sure what day of the week that is second one going over the transfer station fees right now so August 1st is a Thursday um is there anything about used oil in here uh there should be free on just want to make sure we're in there the free service is waste oil hydraulic oil andree disposal must be 5 gon container all that's en with name and contract number I think we got to start charging for the oil we need to start charging for the oil do we have to pay to get rid of it yep we do oh yeah yes so do we know what the cost is to get rid of it off top of your head 55 gallon barrel for everything that was down there through so yeah they never sent us a price we were discussing this before we want by the court or five court court we were talking must be five gon piles yeah you I talk about it now was like a dollar qu or something yeah something like that well I I would propose that we adopt the fees as a established and then when we have the correct fee for the waste oil we add that to it so in the meantime take out waste oil hydraulic oil for free service yeah um uh and that cost could we do it on a on a uh variable cost basis meaning we'll confirm the cost on a weekly basis because it probably changes is it is it is it a constant thing do you take it up to Keen or what do you do with it no so we go through was it um somebody picks it up for us yeah it goes 55 gallon drum and once you get three or four when they come and pick them up make it worth it and they don't they take the whole drum or they don't pump it out right they take the drum and drop the drums off yeah take a drum drop drums all right well what if we do this Buck a gallon I mean I think the idea behind idea behind not charging in the past was we didn't want people throwing it in their driveways well we had a we had a we had people who would come take it from us and not CH because they Ed it in their was which that person doesn't use the waste oil us anymore so we we lost that so now it's costing us money to get rid of the waste oil but we were taking in for free so it's a cost to the town as a whole well we'll get I think I think I agree with the we'll we'll take it off the thing for now and theno see there they don't charge anything we establish that we can't accept it at this time want to take it out just I would no waste oil further notice in charge of it well I mean we should be able to figure this out by August 1st I think the first meeting in August is the second yeah so we'll be we establish it right there yeah so we can look it up for our next meeting because it's not going to take a until August 1st but then we need make sure this is posted everywhere and all the employees know this is what the charge is not not for only certain people right um it's everybody anybody and we follow it and it's everyone has to have a sticker there's a reason we're doing this it's it's well we're enforcing the current rules these are the rules anyway or this isn't really anything new right this is just out of curiosity what are we calling a helium tank one of those little ones you buy like the little red ones you buy it like Walmart yeah and you see at the top bag are going up yeah yeah they should yeah then electronics instead of a set price per pound everything's and I think the mattresses I think you need to go up on that I know for um Swansea for a fulls size mattress uh it's 10 bucks what do we Char it's $5 for a small single Twin no that fi yeah so this is these prices are modeled after swans prices this whole thing so we're looking at it's 22 for yeah 22 for T that makes that looks great $5 I was looking at the old one yeah you're looking at the old one that we definitely needed to reestablish yeah so these are all these fees are all in effect as of AUST 81 yeah so that's my motion to Second uh second all right we've already had a lot of further discussion on it all those in favor all so definitely figure out the way want to get that there um I think we should go into nonp public for discussion of a p Personnel um let's take care of the last two things real quick okay we'll do that sure because I definitely agree with that um Historical Society check request um I thought he's not doing it it's only for the $200 one not the right okay only for the $200 one okay so it's only the it's changed four times yeah it's yeah so I'll make a motion for approving the check request for the tooy Historical Society for $200 second um any discussion they're going to be cooking it most of the day you didn't even mention that you did plenty of beans so there's going to be beans uh Co saw potato um potato salad no roll this time it's just the chicken chickens are the chicken legs that we normally do so it's a great deal they're going to be cooking on the common most of the day so you you'll see it you'll smell it and people are going to be stopping so pay attention when you're around the common please when you're driving don't just don't hit anybody please Everyone likes to stop pull real quick and we'll have a one ton parked at the
