Why wasn’t the Athena Alert used immediately on E’Minies case?

so I want to read this really quickly uh somebody commented on my post about the requirements for the Texas Amber Alerts and I knew something had passed recently so the Athena alert passed and it provides much faster Regional alerts for kids missing in Texas and so this all started uh in May and then it was later passed and this bill allowed local police to quickly issue a regional alert about a miss child without having to wait for investigators to confirm an abduction so it fills the gap between when a child disappears and how long it takes investigators to confirm an abduction has taken place uh the Texas DPS said on July 6th that the new law allows local police to request an alert as soon as they know a child is missing but clarify the alerts will be still sent under the Amber Alert name so again it's regional right and this says that it will um alert people within 100 miles of the reported disappearance to let them know the sooner we can get the word out the more chances we have to save a child's life well the reason I'm bringing it up is because of this so this young lady ammani Hughes went missing on February 22nd 2024 she went out for a walk at 10:30 p.m. again she's 12 and and a camera a neighbor's camera picked her up uh getting into a dark Dodge pickup truck at 1:30 in the morning so her mother realized the next morning that she wasn't there when was this reported then because if you look up the top right under her name it says issued for Texas and if you look on this one it says Texas Center for the missing has issued a regional amber alert and now just the detail she was last seen in the 7700 block of water Chase Drive February 22nd at 1:40 a.m. so tomorrow 7 days this just came out within the last several hours I made this earlier today because there was no alert at all so if Texas has this now why in the world wasn't an alert issued Friday Saturday Sunday Monday Tuesday it doesn't make sense especially with this Athena alert going into place last year
