Morning. Hurricane Francine has now been downgraded to a tropical storm, but when it hit Louisiana last night, it had a power of a category two hurricane forecasters concerned about the storm surge and the rain causing major flooding along the coast. At times, the storm had wind gusts over 100 miles an hour and a driving rain as some areas have already seen seven inches of rain and that's going to increase over the next several hours. Power crews and recovery teams are waiting just outside of the strike zone and as soon as this storm clears, they will move in to help.
