Delaware County Board of Elections Meeting 6-1-23 Certification of Election Results

in Darby burrow and in that is the one where it's a tie for second and third um or second place I'm sorry and uh so there's one person who's already secured first uh position and then there's just a tie for the second so one would be the successful and one would unfortunately be not successful and then there's another um right in or I'm sorry tie vote uh in um believe it's in Chester Heights that would just determine their play Buck will move forward to November but it is would you build us that we've had a couple over the years um and so what we'll do is we'll contact the people involved school at the two parties now and there'll be a casting of lots where they'll come forward uh whoever draws the lowest number so therefore on a scale from one to sixteen if they draw the one they would be the successful and 16 would be the least successful but uh you know it would depend on how many people are involved but in the one it just is the two people so and there's a deadline a date certain that that needs to happen um correct yes that has to happen by tomorrow under the um and then uh just and this may be for for the solicitors to confirm but just to so that everybody understands the timing of it um because we're here to certify and yeah there are two ties that will have the casting of lots tomorrow um Mr solicitor has confirmed uh but I'm hoping there's something you can say on the record about why that timing is nonetheless appropriate to certify today uh it's entirely appropriate in fact the statutory scheme contemplates that you could certify the results and would certify the results as a tie and then the casting of lots is simply the mechanism in the code to break that tie and determine who is either the ballot placement as Miss Hagan mentioned or the the person who's going to pursue proceed on from the primary as the nominated candidate so um the the certification process is really designating what the actual numerical results were and then from there it's sort of an administrator series of administrative acts and including how to break a tie by the casting of lots and then mistaken um so there's multiple certification State there's the special elections there's the write-in uh accumulation that results in certification of Elections um would you recommend upon your years of experience in your work on this election that the that each of those certifications be committed to it signed by this board yes I do everything is is in order uh do uh care was given to review the items and uh numbers and those information can move forward to certification to be submitted to the state and reported as part of the county results thank you Mr McQueen do you have any questions to accumulate um so uh just procedurally from what the information sent to me by Mr Brown I believe there were 15 petitions to accumulate that were submitted to the board um are we voting to approve those petitions as part of the certification process Mr Parks might be able to I think you referenced in a
